The role of the Construction Management Specialist is pivotal in delivering design and project management services to the U.S. Coast Guard Civil Engineering Unit (CEU) Miami. This position entails overseeing the daily management of construction projects, contributing to the overall acquisition goals of the organization. CEU Miami offers a wide array of services supporting Coast Guard shore facilities and fixed aids to navigation across the expansive geographical regions of the Seventh and Eighth Coast Guard Districts.

The Construction Management Specialist will provide essential project management services, ensuring the necessary administrative, professional, and technical support for effective construction project management to meet CEU Miami's objectives. Key responsibilities include:

  • Delivering project management services for initiatives aligned with the Advanced Acquisition Plan and other designated projects.
  • Ensuring compliance of construction activities with established plans and specifications.
  • Conducting thorough reviews of ongoing work against approved site plans, specifications, and permits to ensure adherence to local, state, and federal environmental regulations.
  • Performing site visits and collaborating with Superintendents/Contractor's Project Managers, providing detailed reports to the Coast Guard.
  • Monitoring job-site safety and compliance with relevant regulations.
  • Identifying design and/or construction challenges and proposing solutions to the Coast Guard project management team.
  • Managing contractor Requests For Information and Design Clarification Requests.
  • Overseeing contractor project management for compliance with contractual obligations and reporting findings to the Contracting Officer or their designee.
  • Assisting in the development of contract modifications and related documentation, including construction cost estimates and specification edits.
  • Maintaining comprehensive records of approved submittals for construction contracts and reviewing contractor submissions against installed materials.
  • Keeping accurate field records, including correspondence, daily reports, test results, and progress payments.
  • Ensuring the contractor maintains an updated set of as-built drawings and construction schedules.
  • Conducting labor interviews as directed by the Contracting Officer.
  • Fostering effective communication and coordination with other agencies and organizations involved in the project.
  • Performing pre-construction plan reviews to identify risks and clarify confusing plans and specifications.
  • Coordinating the transfer of essential documents and materials to the Coast Guard.
  • Monitoring compliance with environmental protection standards and addressing any noncompliance issues.
  • Keeping the Contracting Officer Representative (COR) informed of any technical or contractual challenges encountered.
  • Ensuring contractors submit appropriate security or facility clearance forms and manage government-furnished property effectively.
  • Evaluating proposals for technical feasibility and providing recommendations to the project COR.
  • Reviewing payment requests and invoices, offering insights to the Coast Guard construction contract COR.

Qualifications:

  • Bachelor's degree in architecture, engineering, or construction management, or professional registration as a civil or structural engineer.
  • Professional Engineer licensure or other relevant industry-standard certifications are highly desirable.
  • A minimum of 5 years of experience in field engineering, project management, or managing multiple construction contracts across various disciplines.
  • Proficiency in Microsoft Office Suite, CAD, and relevant database programs.
  • Demonstrated expertise in construction project management principles, including schedule management and contract modifications.
  • Strong communication skills with the ability to understand risks and develop effective strategies for project management.
  • Completion of required training courses within the specified timeframe is essential for all personnel in this role.
