ABOUT THE POSITION


The incumbent serves as the Executive Director, Human Resource Information Technology (IT) Modernization Director and primary HRIT advisor to the Chief Information Officer and to the Chief Human Capital Officer (CHCO) within the Office of Human Resources.


Directs the agile development, execution, and communication of current HRIT Modernization Efforts, policies and procedures for IT systems and support services.

Determines the appropriate policies and procedures needed for HHS HRIT systems and initiatives based on HHS policies, and IT mandates from Congress, Office of Management and Budget (OMB), Department of Homeland Security (DHS) and Department of Health and Human Services (HHS).


Interprets OMB and HHS IT and HR policies to ensure that HHS HRIT activities are aligned to support these objectives and goals.

Coordinates with Divisions and stakeholders to ensure that HRIT implementation plan supports and aligns with the HR mission requirements. Responsible for effective information sharing among internal and external customers.


Responsible for establishing the strategy for funding, acquiring, implementing, monitoring, and reporting a modernized HR IT cloud- based system that meets federal requirements yet is innovative, reimagines HHS HR and talent management processes.


Responsible for developing an implementation plan that considers the schedule, cost, risks, data, and change management with the priority implementation being focused on the time and attendance and payroll modules.


Present regular status updates to high-level leaders, define KPIs and create a roadmap for the HR IT modernization program for on-boarding the OpDivs and retiring the siloed HR systems.


Ensures the implementation and full compliance with Federal policies, mandates, regulations and directives such as the President's Management Agenda; the Federal Information Technology Acquisition Reform Act (FITARA); Clinger-Cohen Act, the Modernizing Government Technology (MGT) Act; Making Electronic Government Accountable by Yielding Tangible Efficiencies (MEGABYTE) Act; Federal Information Security Management Act (FISMA) and any others.
