Key Responsibilities:

  • Support a large-scale military service organization, collaborating with executive sponsors, senior leadership, program managers, and client stakeholders.
  • Work as part of a consulting team under the Project Coordinator, aiding the U.S. Coast Guard's Talent Management Transformation Program Integration Office (TMX-PIO) with a focus on HRIT implementations.
  • Establish and apply program and project management methodologies tailored to HRIT initiatives.
  • Monitor HRIT project activities, risks, issues, scope, and progress, reporting to executive management to ensure alignment with strategic objectives.
  • Define and prioritize projects that gradually deliver HRIT capabilities while managing overall implementation risks.
  • Evaluate funding and sequencing of HRIT systems and tools throughout their lifecycle from planning to sustainment.
  • Create and implement summary project report structures and HRIT-specific success metrics.
  • Oversee HRIT projects through all necessary governance processes, ensuring all required deliverables are met.
  • Provide expert consultation on best practices for underperforming HRIT projects/programs, including root cause analysis, corrective actions, risk management, and preventive strategies.

Qualifications:

  • Bachelor's Degree (BS/BA) in a relevant field such as Human Resources, Information Technology, Business Management, or similar.
  • 7+ years of relevant experience in delivering HRIT transformation projects, with experience in the government/military sector, including leading an Agile/Scrum project team.
  • Possession of industry-standard project management certifications such as CompTIA IT Fundamentals (ITF+), CompTIA A+, ITIL Foundation, Project Management Professional (PMP), SAFe 6 Scrum Master (SSM), PMI-Agile Certified Practitioner (ACP), or Certified Scrum Master (CSM).
  • Experience in collaborating with multiple stakeholder groups to achieve HRIT objectives, delivering high-quality results and iterative product requirements.
  • Advanced proficiency in business applications including MS Project, Excel, PowerPoint, Word, SharePoint, and PowerBI.
  • Direct client engagement experience within a complex, highly technical government HRIT organization with multiple stakeholders.
  • Excellent communication and presentation skills, including technical communication.
  • Familiarity with HRIT-specific tools such as PeopleSoft and Coast Guard Business Intelligence.
  • Experience with Talent Management and/or Human Resources transformation projects.
  • Basic understanding of the Coast Guard budgeting and resource proposal processes.
