Duties
  • You will prepare Scopes of Work, Government Estimates, negotiate, and manage contract task orders.
  • You will serve as the Contracting Officers Representative (and provide input for performance evaluations), Contracting Officers Technical Representative, or Navy Technical Representative for services provided by consultants.
  • You will develop and implement execution plan, project criteria, schedules, and budgets in conformance with project and customer requirements of environmental restoration projects with far-reaching scope and effect.
  • You will prepare or perform initial review of CERCLA documents that identify, evaluate, select, or modify planned/existing remedy and submits to Remedial Technical Managers and Environmental Restoration PLL or Supervisor for approval.
  • You will support data calls from CNIC, NAVFAC, DON, OSD, and regulators.
  • You will develop, advocate, and negotiate mutually acceptable environmental solutions with regulatory agencies, stakeholders, and customer activities.

      Qualifications

      In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following duties: 1) Preparing Scopes of Work, Government Estimates, negotiating and managing contract task orders; 2) Serving as the Contracting Officers Representative, Contracting Officers Tech Representative, or Navy Technical Representative for services provided by consultant; 3) Functioning as an Assessing Officials Representative in providing input to contractor performance evaluations; 4) Developing and implementing execution plans, project criteria, schedules, and budgets in conformance with project and customer requirements of environmental restoration projects with far-reaching scope and effect; 5) Preparing initial review of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents that identify, evaluate, sleet, or modify planned/existing remedies and submit to Remedial Tech Managers and Environmental Restoration PLL or Supervisor for approval; and 6) Supporting data calls from a range of regulatory agencies, stakeholders, and customer activities (i.e. CNIC, NAVFAC, DON, OSD and regulators) and develop, advocate, and negotiate mutually acceptable environmental solutions.       Basic Requirements for GS-1301 Series:
      Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
      OR
      A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

      Basic requirements for 0819 Series:
      Successful completion of a professional engineering degree.
      OR
      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)
      OR
      Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U.       Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).       Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

      NAVFAC Washington EV3 is expanding its team and is looking for experienced engineers, geologists and scientists in environmental restoration to manage the cleanup of historic waste management practices which have resulted in the release of chemical contaminants and unexploded ordnance (UXO) to environmental media at DON sites in and around Washington, D.C. Because the cleanup of DON installations poses challenges due to the wide variety of activities conducted at these sites and the environmental settings (e.g. coastal regions, underwater munitions, and deep groundwater), both a technical and project management background is required.

      Majority of the work is in an office setting. However, during field investigations, there may be exposure to hazardous substances such as materials and wastes with both known and unknown characteristics of toxicity, explosiveness, irritation, heat generation, etc. Incumbent must be capable physically, psychologically, and medically of wearing and knowledgeable in the use of all type of protective clothing and gear with standard industrial, hygiene, safety procedures.
