Introduction

The Maryland Insurance Administration (MIA) is\r
an independent State agency that regulates Maryland's $46 billion insurance\r
industry and protects consumers by monitoring and enforcing insurers' and\r
insurance professionals' compliance with State law.� Through the diligence\r
of a highly professional staff of market analysts, financial analysts,\r
accountants, lawyers, law enforcement officers, actuaries, complaint\r
investigators, and others, the MIA works to facilitate a strong and competitive\r
insurance marketplace where consumers are well informed and treated fairly.\r
Staff members are subject matter experts who serve as a resource for lawmakers,\r
consumers, and other public and private entities.�\r
�\r
The MIA is charged with a broad range of\r
responsibilities including the licensure of insurance carriers and insurance\r
producers (brokers/agents) operating in Maryland, the conduct of financial\r
examinations of companies to monitor financial solvency, and the review and\r
approval of rates and contract forms. The MIA investigates reports of consumer\r
fraud and consumer complaints about life, health, automobile, homeowners,\r
and/or property insurance.� Insurance carriers are subject to market\r
conduct examinations and other actions to monitor compliance with Maryland\r
law.� The MIA also has a unit dedicated to consumer education and\r
outreach, which participates in hundreds of events and reaches thousands of\r
individual consumers annually.\r

POSITION DUTIES

This position serves as\r
the MIA's Chief Information Officer (CIO) and is responsible for the management,\r
planning and technological guidance of the Agency's Information Technology (IT)\r
Unit. The position is part of the MIA senior management team and reports\r
directly�to the Associate Commissioner of Operations & Technology. The CIO is responsible for\r
directing and coordinating all aspects of the information technology activity\r
of the MIA (or "Agency") and has responsibility for the highest level of\r
complexity within the Agency's information technology applications and\r
operations. The position directly supervises technical information technology\r
supervisors and staff and serves\r
as advisor to the Commissioner, Deputy Commissioner and Associate Commissioner\r
of Operations and Technology and is the official point of contact with other\r
government agencies and private entities on information and technology\r
management issues. \r
�\r
The position oversees all information technology functions of the\r
Agency including all data centers, cybersecurity, technical service centers,\r
production scheduling, help desks, communications networks (data and video),\r
computer program development, agency staff training in information technology and\r
computer systems operations. In addition, the CIO oversees the information\r
management and data integrity of the Agency to include information security and\r
privacy; ensures the department's security and privacy programs are established\r
and maintained; provides for ongoing risk assessments, and adequate security\r
for the departments operations and assets, particularly for the protection of\r
sensitive health information and establishes and maintains effective standards\r
and procedures to ensure overall data security and integrity and to facilitate\r
disaster recovery. \r

The CIO is a technology innovator for the MIA\r
who proactively uses the Agency's resources to enhance its delivery of service\r
and the efficiency of the Agency's IT systems.\r
In addition, the position is responsible for: \r
�\r
Leading and managing staff within the MIA\r
Information Technology Unit including supervisory and staff level positions.\r
�\r
Project, program, and\r
portfolio management support. \r
�\r
Support for information\r
technology (IT) acquisitions. Infrastructure support (support for network, data\r
centers, cloud, and phone�systems). \r
�\r
Developing, maintaining,\r
and supervising the operation of information systems.�\r
�\r
Implementation of\r
information technology security controls. \r
�\r
Developing, maintaining,\r
and enforcing IT policies, procedures�standards, and\r
guidelines.��\r
�\r
Attending legislative hearings, with MIA\r
senior management, on the Agency's budget and support the agency's position on\r
technology related items. \r
�\r
��\r
Essential functions include:\r
●������Ensures\r
that information technology is developed, acquired and managed within the\r
department in accordance with Federal, State, and Department policies,\r
standards, and procedures.\r
●������Reviews\r
the technology needs of the Agency, advising the Commissioner and senior staff\r
on innovative solutions to IT challenges and manages MIA resources to implement\r
solutions as approved by the Commissioner or their designee.\r
●������Monitors\r
and validates the performance of information technology investments managed by the\r
Agency, evaluating those investments on the basis of applicable performance\r
measurements, and advising the Commissioner whether to initiate, continue,\r
modify, or terminate an investment.\r
●������Ensures\r
the Agency's security and privacy programs are established and maintained,\r
provide for ongoing risk assessments, adequate security for the departments\r
operations and assets, particularly for the protection of sensitive\r
information.\r
●������Ensures\r
that, at a minimum, an annual self-assessment of the department's information\r
security program, Cybersecurity Incident Response\r
Playbook, and comprehensive Disaster Recovery Plans are\r
kept current.�\r
●������Directs\r
and actively participates in the preparation of the Agency's information\r
technology operating budget request and Information Technology Project Request\r
(ITPR).�\r
●������Determines\r
the Agency's optimal information technology organizational structure and\r
develops strategies to achieve staffing requirements.�\r
●������Ensures\r
that all agency information technology procurements, contract management,\r
program and project management activities are aligned with best practices and\r
sound principles, and that all agency major information technology projects and\r
procurements are planned, budgeted, and implemented in accordance with State\r
laws and policies.�\r
●������Develops\r
and oversees a department-wide strategic information technology master plan\r
that is consistent with the statewide strategic information technology plan.\r
●������Ensures\r
integration of information technology into strategic planning, budgetary,\r
Managing for Results (MFR), acquisition, and program management processes.\r
●������Enforces\r
the performance evaluation process for the department's information technology\r
staff, assessing the staff's information technology skills and knowledge\r
relative to job performance and setting appropriate strategies for hiring,\r
training, and professionally developing information technology staff.\r

●������Partners\r
with other State information technology leaders to facilitate the\r
implementation of sound and integrated statewide information technology\r
architectures.\r

MINIMUM QUALIFICATIONS


• Education: A Bachelor's\r
degree from an accredited college or university in Computer Science,\r
Information Technology or related field. �\r

• Experience: Ten (10) years of information\r
technology experience; of which five (5) years must have involved the\r
supervision of technology staff. �\r
