The Deputy Chief Academic Officer (Deputy CAO) reports to the Chief Academic Officer (CAO) and supports the CAO in leading and managing all academic strategies, operations, and policies. This

position will, with guidance from the CAO, use a data-driven and informed approach to oversee specific aspects of the ambitious PreK-12 academic recovery and acceleration work as outlined in the Maryland Blueprint (Kirwan Implementation), the Baltimore City Schools 2021 reopening plan, Reconnect, Restore, Reimagine and the 2017 blueprint, Building a Generation: City Schools' Blueprint for Success.

The Deputy CAO will lead a team of Executive Directors and Directors along with a Coordinator of Fiscal Operations to support the essential functions. Additionally, the Deputy CAO will support the CAO in the supervision of the Executive Directors (EDs) of Academics, College and Career Readiness (CCR), Teaching and Learning (T&L) and Special Education (SE), along with their offices, to meet the wide range of deliverables that reside within the Academics Offices.

Essential Functions

Strategy Work: In partnership with the CAO, the CAO Office team and the EDs of CCR, T&L and SE, the Deputy CAO will:

  • Defines strategic direction and lead assigned teams in developing recommendations for long-term goals related to PreK-12 academic acceleration and recovery.
  • Plans, directs, and monitors the implementation of academic initiatives with a focus on program evaluation and return on investment (ROI).
  • Develops strategic alliances and work collaboratively with local and national partners (e.g., foundations, educational agencies, community members and other stakeholders) in support of City Schools' academic priorities.
  • Builds and monitors a strategic approach for collecting, monitoring, and acting on relevant data in service of continuous improvement across all academic initiatives.
  • Serves as the lead in the annual development of the district's Master Plan. Work with the CAO Special Assistant (SA) to project manage the cross-office completion to ensure timely review and final submission to MSDE.
  • Oversees the development of the district calendar as well as in the review of waivers associated with the approved calendar.
  • Designates an academic office lead for portfolio management decisions, charter renewal, and school closing decisions and implementation.
  • Serves, as needed, as a representative in the development and implementation of union contracts and human capital matters.

Operations Work: In partnership with the CAO, the CAO Office team and the EDs of CCR, T&L and SE, the Deputy CAO will:

  • Defines and oversee the strategic approach for aligning local, state, federal, and foundation funds in support of academic initiatives.
  • Directs and oversee the preparation of all adopted budgets in alignment with the academic strategy including fiscal, human, and other operating resources.
  • Provides direction to academic offices on the development, implementation, and monitoring of discreet office budgets, spending timelines, and procurement processes to support effective spending of allocated funds
  • Provides oversight of all academic office grants to ensure effective fiscal management including the management of signature processes, review of interim and progress reports, and support to academic offices in the writing, submission, and implementation of grant work.
  • Supports academic offices in identifying staffing needs and engaging in human capital and hiring processes.
  • Provides guidance for the oversight and management of academic contracts including budgeting and ensuring completed procurement processes.

Policy Work: In partnership with the CAO, the CAO Office team and the EDs of CCR, T&L and SE, the Deputy CAO will:

  • Serves as the lead on the development, review, implementation, and oversight of all policies which intersect with the work of the academic offices.
  • Confers with and advise central office executives and academic offices on policies and regulations.
  • Ensures that academic strategies align with and operate within the confines of local, state, and federal policy requirements and regulations.
  • Liaises with the Board of School Commissioners.
  • Collaborates with the CAO Special Assistant to direct and manage the board deliverable process -including the calendar and timeline of reports, presentations, and other required tasks.
  • Participates during board meetings as needed per the CAO and as requested by academic offices.

Additional functions:

  • Acts as designee for the Chief Academic Officer as assigned.
  • Performs other related duties as assigned.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.
Desired Qualifications
  • Master's degree (Doctorate degree preferred) in education or a related field; degrees must be from an accredited college or institution.
  • Maryland State Department of Education (MSDE) Advanced Professional Certificate, with an endorsement as Principal/Supervisor or Administrator I and II.
  • Ten years supervisory/administrative/leadership experience in an urban education environment with demonstrated success.
  • Thorough knowledge of current theories of curriculum, instruction, and assessment.
  • Deep knowledge of research-based school improvement designs and current issues facing urban public education.
  • Considerable knowledge and experience in planning and implementing budgeting processes across multiple departments.
  • Considerable knowledge of the continuum of learners including students with disabilities, emergent bilingual learners, and gifted/advanced learners.
  • Considerable knowledge of governmental mandates impacting education.
  • Ability to generate and build effective and successful relationships.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Proficient in the knowledge and use of technical computer applications including Microsoft Office and the Google Suite platforms.
