Job Description

Position Overview:

Baltimore City Public Schools is in search of a seasoned and strategic Chief Transportation Officer to lead our extensive transportation operations. This critical leadership position reports directly to the Executive Director of Operations and is accountable for the comprehensive planning, organization, and execution of transportation services, ensuring safe, efficient, and timely transit for all students. The Chief Transportation Officer will supervise two Directors of Transportation, one dedicated to daily operations such as student routing, customer service, and training, while the other focuses on administrative responsibilities including staff management, systems implementation, and data analysis.

Key Responsibilities:

  • Strategic Direction: Provide visionary leadership and oversight for the transportation department, ensuring alignment with the district's objectives for safety, efficiency, and reliability.
  • Policy Formulation: Develop and enforce comprehensive policies and procedures for transportation services, ensuring adherence to federal, state, and local regulations.
  • Operational Management: Oversee daily transportation functions, including routing, scheduling, and dispatching, to guarantee optimal service delivery.
  • Administrative Oversight: Manage administrative tasks, including staff supervision, budget oversight, and maintenance of transportation management systems.
  • Stakeholder Relations: Serve as the primary contact for school administrators, parents, community organizations, and regulatory bodies regarding transportation services.
  • Performance Monitoring: Evaluate and analyze transportation metrics to assess performance and drive continuous improvement initiatives.
  • Team Leadership: Lead, mentor, and develop the transportation management team, including two Directors of Transportation, fostering a culture of excellence and accountability.
  • Financial Management: Develop and oversee the transportation budget, ensuring efficient resource utilization and financial sustainability.
  • Crisis Preparedness: Direct the creation and implementation of emergency response plans for transportation-related incidents, ensuring staff readiness and training.
  • Technology Advancement: Advocate for the integration of advanced transportation technologies and data management systems to enhance service delivery and operational efficiency.
  • Utilize resources effectively to complete tasks efficiently; maintain proactive communication regarding work status; engage fully as a team member; and exercise sound judgment in resolving sensitive issues.
  • Maintain confidentiality and handle sensitive information with discretion.
  • Promote all activities in compliance with equal employment and non-discrimination policies; adhere to federal laws, state laws, school board policies, administrative regulations, and professional standards.

Qualifications:

  • Education: Bachelor's degree in Business Administration, Logistics, Transportation Management, or a related field. A Master's degree is preferred.
  • Experience: At least 10 years of progressive leadership experience in transportation, logistics, or a similar field, with a minimum of 7 years in a supervisory or managerial capacity. Experience in a public education or university context is highly desirable.
  • Skills: Exceptional leadership and strategic thinking abilities, with a proven track record of managing complex operations and leading high-performing teams. Excellent communication and interpersonal skills are essential for effective stakeholder engagement. Proficiency in transportation software and technology is required.
  • Knowledge: Comprehensive understanding of transportation laws, best practices, and safety standards. Familiarity with budget management, contract negotiations, and fiscal accountability is crucial.
  • Ability to interact with diverse groups and convey complex information with tact and diplomacy.
  • Proficient in technical computer applications, including electronic databases, case management systems, and Microsoft Office, particularly Excel and PowerPoint.
  • Ability to exercise independent judgment and decision-making.
  • Skill in research, presenting, and explaining policies and procedures, compiling data, preparing complex reports, and formulating and presenting recommendations.
  • Ability to work collaboratively and develop strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
