Alcohol,\r
Tobacco, and Cannabis Commission (ATCC) is tasked regulating the alcohol and\r
tobacco industries and enforcing illegal alcohol and tobacco activities in\r
Maryland. The ATCC also supports the Maryland Cannabis Administration (MCA) and\r
the legal cannabis industry by conducting inspections and taking enforcement\r
actions when appropriate. The mission of the ATCC is to advance public safety,\r
support economic growth, and reduce public harm by promoting the responsible\r
sale and consumption of alcohol, tobacco, and cannabis products through\r
consistent and predictable administration and enforcement of laws and\r
regulations, as well as the strategic integration of process management,\r
functional expertise, and the study of operations and administration of similar\r
laws in other states and countries. \r
The mission of the Field Enforcement Division of the ATCC is to\r
protect consumers from illicit alcohol, tobacco, and cannabis products entering\r
the marketplace as well as ensuring state revenues are protected. The Field\r
Enforcement Division provides guidance to the alcoholic beverage and tobacco\r
industries through a program of inspection, education, and enforcement to\r
ensure compliance with state laws and regulations.� The Field Enforcement Division strives to\r
maximize a culture of compliance with the alcohol, tobacco and cannabis laws\r
and regulations of the state by being adaptable to statutory changes and\r
product evolution, employing modern technology, and advancing state-wide\r
consistency in enforcement.\r

Main Purpose of Job

The incumbent for this position administers over the preparation, monitoring, and review of the Alcohol, Tobacco, and Cannabis Commission's yearly operations budget in accordance with the guidelines established by the Department of Budget & Management (DBM).�\r

�This position meets with the Program Manager of the Administrative Services Bureau, Division Directors, and the Executive Director to discuss, clarify, and draft changes made to budgetary submissions; and presents budgetary information to agency executive management at agency level budget meetings; and reviews and approves the finalized budget, in consultation with the Program Manager of the Administrative Services Bureau, Division Directors, and the Executive Director of the ATCC, for submission to the Office of Budget Analysis of DBM. This position exercises control over the agency's appropriations to include amendments to the appropriations and monitoring the agency's expenditures in accordance with generally accepted accounting principles.�\r

This position also supervises the Program Administrator and Procurement Specialist within the Office of Fiscal Services within the Administrative Services Bureau to ensure that all time keeping, invoicing, deposits/receipts maintenance, and procurement is conducted in accordance with DBM guidelines.\r

POSITION DUTIES

Budget:\r
������� Assists\r
the Program Manager of the Administrative Services Bureau, Division Directors,\r
and the Executive Director with the preparation of the Alcohol, Tobacco, and\r
Cannabis Commission's agency budget.\r
������� Plans,\r
prepares, reviews and approves the preparation of object transfers, budget\r
amendments and supplemental requests to reconcile appropriations with actual\r
and estimated expenditures.� \r
������� Evaluates,\r
prepares, reviews and approves financial statements, spending projections and\r
works with agency personnel to manage available funding.\r
������� Prepares\r
and reviews agency budget submissions to determine adherence to established\r
budgetary guidelines and procedures.\r
������� Reviews\r
and approves budgetary data that is included in monthly and quarterly\r
statements of fund expenditures and balances and apprises Division Directors\r
and the Executive Director of budgetary status\r
������� Prepares\r
drafts of budgets to delineate agency requests.\r
������� Analyzes\r
past and present budgetary data to identify trends and project budgetary needs.\r
������� Monitors\r
and approves expenditures by analyzing budgetary priorities and constraints.\r
������� Makes\r
recommendations to the Program Manager of the Administrative Services Bureau,\r
Division Directors, and the Executive Director on additions, deletions or\r
changes to agency requests based upon agency guidelines and fiscal priorities.\r
Finance:\r
������� Evaluates,\r
reviews and approves agency invoices, working fund requests, petty cash\r
requests, expense accounts, and reimbursement requests for services/supplies.\r
������� Reviews\r
and processes checks received by agency for reimbursement of storage fees and\r
court ordered payments, etc.\r
������� Coordinates\r
and oversees the processing of all expenditures, including but not limited to\r
the following ATCC accounts: Accounts Payable, Corporate Purchasing Cards and\r
Working Fund.\r
������� Reviews\r
monthly corporate card logs, bank statements and receipts for accuracy and\r
compliance with purchasing guidelines.� \r
������� Responds\r
to audit inquiries regarding corporate credit card use.\r
������� Oversees\r
and tracks expenditures and deposits in the Financial Information Management\r
System (FMIS) as well as Budget Analysis and Reporting System (BARS)\r
Supervisory\r
Duties:\r
������� Supervises\r
the Program Administrator to ensure agency time keeping, the payment and\r
processing of invoices, the invoicing of the Maryland Cannabis Administration,\r
and all deposits for checks received and processed by the ATCC comply State\r
guidelines.\r
������� Supervises\r
the Procurement Specialist to ensure bid proposals and openings, negotiations\r
concerning agency procurement, verification of Minority Business Enterprise\r
participation, contract solicitation, and awards by the ATCC comply with State\r
guidelines.\r
Projects\r
and Other Duties as Assigned:\r
������� Support\r
of the Administrative Services Bureau with small and large projects.\r
������� Performs\r
other related duties as assigned.�� \r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Six years of administrative staff or professional work. \r
Notes: \r
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r

A master's degree in an area related to public, budget, economic,\r
and/or finance policy.\r

Two (2) or more years of experience reviewing, analyzing, and\r
making recommendations on agency budgets as they relate to State of Maryland\r
(local jurisdictions or statewide) and or Federal Government agencies as an\r
analyst.\r
�\r
Two (2) or more years of experience in budget\r
preparation, presentation, and/or execution.\r
�\r
Two (2) or more years of experience reviewing,\r
approving or analyzing journal entries, purchase orders, or proposed State,\r
federal, or local agency expenditures. \r
