Overview

The Family and Medical Leave Insurance (FAMLI) program in Maryland ensures that all employees have access to paid leave for medical and family-related reasons. This program serves as a social insurance framework that supports millions of workers and employers across the state, functioning as a user-friendly, digital service.

The Financial Services Directorate plays a crucial role in establishing and upholding a robust financial system for the FAMLI Division. This includes implementing internal controls, managing financial procedures, safeguarding funds, and overseeing contributions and benefit disbursements. The Directorate is also responsible for generating financial reports, preparing budgets, and conducting both internal and external audits.

Position Summary

The Budget Management Specialist is an essential member of the Financial Services team within the FAMLI Division. This role involves overseeing the creation, evaluation, and tracking of budgets. Key responsibilities include:
  • Distributing budget guidelines to relevant units to facilitate accurate budget submissions.
  • Reviewing budget proposals for compliance with established guidelines and preparing draft budgets.
  • Presenting budgetary data to senior management during budget hearings and finalizing budgets for submission.
  • Providing detailed testimony and background information to address inquiries from management and external analysts.
  • Monitoring expenditures to ensure they align with budgetary goals.
  • Preparing budget amendments and reconciliations to align appropriations with actual expenditures.
  • Generating reports on fund expenditures and balances to keep management informed.
  • Analyzing historical and current budget data to identify trends and forecast future needs.
  • Recommending adjustments to budget requests based on fiscal priorities.
  • Collaborating with program leaders to clarify budgetary changes.
Qualifications

Experience: A minimum of seven years in budget development and management is required.

Education: A Bachelor's degree in a relevant field may substitute for part of the experience requirement.

Preferred Skills:
  • A degree or coursework in finance or accounting.
  • Proficiency in Microsoft Excel and other relevant software.
