This position is responsible for assisting in the administration of the state-wide financial management of the capital budget under the control of the Department of General Services (DGS). The successful candidate will direct and coordinate all activities within this program for DGS, ensuring that budgeted funds associated with each capital project are utilized as directed by the State Legislature and the Department of Budget Management.
Key Responsibilities- Assist in reviewing invoice payments processed by fiscal staff for final approval and submission to the State Comptroller's Office.
- Manage skilled and paraprofessional staff, including planning, coordinating, supervising, and evaluating staff work assignments.
- Assist with the direction and coordination of all activities relating to utilizing capital funds under the authority of DGS.
- Assist with managing the financial resources of the DGS Capital Funds Program via monthly reconciliations of the Capital Project Accounting System (CPAS) with the Financial Management Information System (FMIS).
- Assist and update various reports necessary to develop short and long-range financial plans.
- Review with Capital Unit Manager old open encumbrances and initiate the list for the reversion of funds for inactive projects.
- A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
- Four years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.
- Two years of experience using computerized fiscal applications and software, including spreadsheet software and database applications to generate and analyze financial statements.
- One year of supervisory experience.
- Experience with the State of Maryland's Financial Management Information System (FMIS).
- Experience with AS400 software.
