GENERAL DESCRIPTION OF WORK:

Reports to the Senior Vice President of Development for VIA’s Capital Programs functions. Assists the Senior Vice President in preparation of the division’s manpower and budget activities. Provides construction leadership to the program delivery team on pre-construction services, managing contractors, contracting strategy, construction means and methods, phasing, and sequencing of work during the project lifecycle. Works closely with the Major Capital Program Officer, Project Director, Deputy Project Director, Project Managers, and Program Managers to optimize project delivery on multiple projects of varying sizes. Monitors and manages the construction management process, including Quality Programs and Safety Program interfaces. Ensures contractor’s work meets regulatory guidelines, applicable codes, laws, and FTA requirements; helps evaluate engineered solutions relevant to successfully constructing and delivering capital projects.

This position is responsible for supporting the Senior Vice President of Development in all activities related to organizational goals including hiring, employee training and retention, and overall program delivery. Prepares and/or gives presentations to senior management, VIA Board of Trustees, the media, political entities, and outside groups/organizations. Discussions may often involve complex, sensitive and/or confidential issues.

ESSENTIAL FUNCTIONS:

Directs the administration, coordination, and supervision of work performed by outside consultants, vendors, and contractors.

Responsible for reviewing and approving the scope of work, schedules, and budgets for various assigned construction projects; reviews construction work plans for sufficiency, interfaces, and safe execution of the work; Ensures each assigned capital project is delivered on schedule and on budget.

Provides oversight and evaluation of engineering solutions for construction problems, alternate technical concepts, and feasibility of unsolicited proposals.

Provides oversight in preparing bidding documents for projects of varying sizes and contracting methods, including industry outreach, pre-bid conferences, and clarification from bidders.

Assists in the development of risk registers and identifies mitigation options for reducing project risk

Assists in coordinating with partner agencies on interfaces with stakeholders from project inception until project closeout.

Assists with contract negotiations with consultants, contractors, and other 3rd party stakeholders.

Works closely with the Engineering, Capital Program and the Special Projects teams to develop Program Schedules and Program Budgets and Project Cost Estimates

Responsible for monitoring resource levels in the field against baseline scheduled resources on projects related to managing project delivery.

Responsible for ensuring capital projects are constructed in compliance with architectural and engineering drawings, specifications, addendums, and contractual provisions.

Oversees the work performed under the Director of Capital Programs, including engineering, real estate and passenger amenities.

Prepares and/or reviews project budgets, schedules, or specifications for labor and/or materials, bids, and close-out documents for capital projects.

Develops and/or assists in creating Requests for Proposal (RFP) and Requests for Qualifications (RFQ) for capital project planning, feasibility, engineering/design services, and construction/delivery.

Serves as an advisor to VIA’s Major Capital Program Officer on activities related to advanced project definition, project development, pre-construction, and construction phases of a Major Capital Program.

Develops, implements, and monitors policies and procedures to assure consistency with best industry practices and applicable company-wide policies.

Requires administrative direction, setting own standard of performance, limited only by company policy and budgets. Has direct responsibility for final results.

Develops management, teamwork, and leadership skills in team members through example, guidance, training, and delegation.

Oversees the workforce and in a safe, cost-effective way to meet the demand of service delivery.

Updates the VIA Board of Trustees/ATD Board, the President/CEO, and Senior Vice President on project and program status through written reports or correspondence; formal presentations and/or informational discussions.

Maintains a network of contacts with outside entities, such as the City of San Antonio (COSA), Texas Department of Transportation (TxDOT), Bexar County, Regional Mobility Authority (RMA), etc.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

EDUCATION AND EXPERIENCE:

Must have a Bachelor's Degree in Construction or a related field.

Minimum (10) years of relevant experience in the construction industry delivering infrastructure projects in metropolitan areas. Extensive experience in pre-construction bidding, design, and construction of multi-contract, multi-year transit, and transportation projects. Experience utilizing (1) alternative delivery system, (2) construction management at risk, and (3) traditional design-bid­ built contracting methodologies is desirable. Proven successful experience managing similar transit or transportation programs.

ADDITIONAL REQUIREMENTS:

Must be capable of managing complex projects and consultant contracts. Must be capable of planning, organizing, and controlling the architectural and engineering segment of VIA’s business, giving clear and concise direction to consultants for the effective completion of the agency’s capital project development and delivery.

Must possess knowledge of the principles, practices, and techniques of capital project planning, development, delivery, scheduling, and cost and document control and the ability to apply these to practical situations.

Must have good judgment and analytical skills. Must have good mathematical, writing, and verbal communication skills and have the mental and physical ability to read and compose complex materials.

Must be able to maintain effective communications with persons both inside and outside the VIA organization. Must be credible and have the ability to interact effectively with individuals at all levels of the organization, using tact, discretion and diplomacy. Requires the ability to maintain confidentiality of sensitive information.

Must have the ability to perform research, reach independent judgments, and advise staff of the most advantageous course of action. Requires considerable initiative and independent judgment and must be able to work with minimal administrative direction only.

Must know project management techniques and be able to perform scheduling and make timeline diagrams using PC software. Must be able to collect and analyze data and make recommendations. Requires considerable initiative and independent judgment.

Must be able to maintain effective communications with persons both inside and outside the VIA organization.

Must be credible and have the ability to interact effectively with individuals at all levels of the organization, using tact, discretion, and diplomacy.

Must be able to perform research, reach independent judgments and advise staff on the most advantageous course of action.

Requires the ability to maintain highly confidentiality of sensitive information.

Must have ability to use MS Office to include working knowledge of Word, Excel, Access, PowerPoint, Outlook, and Project.

Must have the ability to compose complex materials, such as reports, reference manuals and instructions.

PHYSICAL REQUIREMENTS:
