What Success Looks Like In This Job

Reporting to and working in coordination with the Strategic Initiatives Administrator within the County Manager’s Office. This position provides administrative, program, and project support to County departments and/or programs primarily, but not exclusively, in the areas of strategy development, process/continuous improvement, change management, and project management. This position plans, develops, and carries out specific programmatic responsibilities related to the department/program to which assigned; provides administrative, program, and project support; analyzes practices and procedures and makes recommendations for administrative and operational improvements; represents the program/department and the County in a variety of meetings and presentations; and does related work as assigned. 

Examples of Duties for Success

As a member of the department’s Strategic Initiatives Team, assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems. Assists in the development of short and long term goals and strategic objectives for departments and the County as a whole. Identifies, analyzes and monitors issues affecting County priorities, growth, and productivity. Leverages change management methodologies, processes, and tools to create strategies to support adoption of the changes required by a project or initiative. Leverages project management methodologies, processes, and tools to ensure projects are completed according to requirements. Works on special projects assigned by the County Manager or Deputy County Managers Researches, collects, assembles, analyzes and interprets data relating to departmental and interdepartmental operations including function, organizational structures, forms and procedures, work output and workload, and budgetary issues. Participates in the development and implementation of new or revised programs, systems, procedures and methods or operations; update and revise policies and procedures and manuals. Manages a variety of projects, plans, and electronic documents; perform administrative detail work and maintain appropriate records and statistics; monitor progress and evaluate work measurement data of various County programs. Develops and implements evaluation tools to identify program effectiveness, including developing assessment instruments; makes recommendations, and compiles reports. Conducts a variety of analytical and operational studies regarding departmental activities; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval. Perform other related duties and responsibilities as required.

Qualifications for Success

Experience with and knowledge of change management principles, methodologies, and tools Experience with and knowledge of project management principles, methodologies, and tools Knowledge of strategic planning processes, priorities, capabilities, and measures of success. This includes cadence and timing of various inputs and outputs Skill in administrative analysis, and report preparation Skill in the preparation of informational, and educational materials Ability to communicate to a variety of audiences in oral and written form Knowledge of applicable federal, state, and local laws, regulations, and reporting requirements for County Government Skill in data collection, data analysis techniques, and business arithmetic Skill in meeting and group facilitation, including knowledge of group dynamics Knowledge of principles and practices of grant writing and grant management Skill in using computer applications including word processing, database, presentation, graphics, spreadsheet, and intranet web applications Skill in interacting with the public, community groups, and agency staff, in person and over the telephone.

More Qualifications for Success

Experience:

Minimum Two (2) years of progressively responsible professional local government experience OR equivalent related experience in public or private sector, including interaction with elected officials, department heads, and special interest groups. Prior experience working with teams on process improvement/continuous improvement projects. Prior experience working with teams in developing organizational strategy and strategic plans Education and Training :
Minimum of a Bachelor's degree in Political Science, Public Affairs, Organization Leadership, Data Science, Engineering or directly related field. LEAN/Six Sigma certification strongly preferred. Master’s degree in related field preferred. License or Certificate : None.
