Position Classification: Hybrid. Job responsibilities allow for both onsite and remote work scheduled weekly. Employees in this classification are typically scheduled onsite one (1) to four (4) days per week based on the County's needs and as determined by the Department Director. Hybrid classified roles may be onsite more than the minimum set based on employee preference.

Key Responsibilities:

Reporting to and collaborating with the Strategic Initiatives Administrator within the County Manager's Office, this role provides administrative, programmatic, and project support to County departments and/or programs, primarily focusing on strategy development, process improvement, change management, and project management. This position plans, develops, and executes specific programmatic responsibilities related to the assigned department/program; provides administrative, programmatic, and project support; analyzes practices and procedures, making recommendations for administrative and operational enhancements; represents the program/department and the County in various meetings and presentations; and performs related tasks as assigned.
Examples of Duties:
  • Collaborates with the department's Strategic Initiatives Team to develop goals, objectives, policies, procedures, work standards, and administrative control systems.
  • Assists in formulating short and long-term goals and strategic objectives for departments and the County as a whole.
  • Identifies, analyzes, and monitors issues impacting County priorities, growth, and productivity.
  • Utilizes change management methodologies, processes, and tools to devise strategies supporting the adoption of changes required by projects or initiatives.
  • Employs project management methodologies, processes, and tools to ensure projects are completed according to specifications.
  • Engages in special projects assigned by the County Manager or Deputy County Managers.
  • Researches, collects, assembles, analyzes, and interprets data related to departmental and interdepartmental operations, including functions, organizational structures, forms and procedures, work output, workload, and budgetary issues.
  • Participates in the development and implementation of new or revised programs, systems, procedures, and operational methods; updates and revises policies and procedures and manuals.
  • Manages various projects, plans, and electronic documents; performs administrative detail work and maintains appropriate records and statistics; monitors progress and evaluates work measurement data of various County programs.
  • Develops and implements evaluation tools to assess program effectiveness, including creating assessment instruments; makes recommendations and compiles reports.
  • Conducts a variety of analytical and operational studies regarding departmental activities; evaluates alternatives, makes recommendations, and assists with implementing procedural, administrative, and/or operational changes after approval.
  • Performs other related duties and responsibilities as required.
Qualifications:
  • Experience with and knowledge of change management principles, methodologies, and tools.
  • Experience with and knowledge of project management principles, methodologies, and tools.
  • Knowledge of strategic planning processes, priorities, capabilities, and measures of success.
  • Skill in administrative analysis and report preparation.
  • Skill in preparing informational and educational materials.
  • Ability to communicate effectively to diverse audiences in both oral and written forms.
  • Knowledge of applicable federal, state, and local laws, regulations, and reporting requirements for County Government.
  • Skill in data collection, data analysis techniques, and business arithmetic.
  • Skill in meeting and group facilitation, including knowledge of group dynamics.
  • Knowledge of principles and practices of grant writing and grant management.
  • Skill in using computer applications including word processing, database, presentation, graphics, spreadsheet, and intranet web applications.
  • Skill in interacting with the public, community groups, and agency staff, both in person and over the telephone.
Experience:
  • Minimum of two (2) years of progressively responsible professional local government experience or equivalent related experience in public or private sector, including interaction with elected officials, department heads, and special interest groups.
  • Prior experience working with teams on process improvement/continuous improvement projects.
  • Prior experience collaborating with teams in developing organizational strategy and strategic plans.
Education and Training:
  • Minimum of a Bachelor's degree in Political Science, Public Affairs, Organization Leadership, Data Science, Engineering, or a directly related field.
  • LEAN/Six Sigma certification strongly preferred.
  • Master's degree in a related field preferred.
License or Certificate: None.
