The Proposal Manager is responsible for managing the proposal development process for federal contracting opportunities. This role requires a detail-oriented individual with strong organizational, communication, and project management skills. The Proposal Manager will coordinate with various departments to ensure timely and compliant submissions, align proposals with client requirements, and contribute to the company's strategic growth objectives.

This is a direct hire position with an anticipated salary range of $120-140k.

Responsibilities Include:
  • Proposal Management:
    • Lead and manage the end-to-end proposal development process for government contracts.
    • Develop and maintain proposal schedules, ensuring adherence to deadlines.
    • Coordinate with cross-functional teams, including technical, finance, legal, and operations, to gather necessary information and inputs.
    • Ensure proposals are compliant with RFP (Request for Proposal) requirements and government regulations.
  • Content Development:
    • Write, review, and edit proposal content to ensure clarity, accuracy, and persuasiveness.
    • Develop compelling narratives that highlight the company’s strengths and differentiators.
    • Ensure all proposals are consistent with the company’s branding and messaging standards.
  • Collaboration and Communication:
    • Facilitate proposal kick-off meetings and ongoing team communications.
    • Serve as the primary point of contact for proposal-related inquiries and updates.
    • Collaborate with subject matter experts to develop technical and management volumes.
  • Quality Assurance:
    • Conduct thorough reviews of proposal drafts, ensuring high-quality and error-free submissions.
    • Implement proposal management best practices and continuous improvement processes.
    • Ensure compliance with all legal, regulatory, and internal quality standards.
  • Database Management:
    • Maintain an up-to-date repository of proposal templates, past proposals, and supporting documents.
    • Track and report on proposal metrics, including win/loss ratios and feedback for future improvements.
  • Team Leadership:
    • Oversee, manage, and mentor a team consisting of proposal managers, coordinators, and writers.
  • Strategic Contribution:
    • Contribute to the development of proposal strategies and win themes.
    • Stay current with industry trends, government contracting regulations, and competitor activities.
    • Support the Business Development team in identifying and qualifying new opportunities including RFPs, RFQs, RFIs using various sources such as Sam.gov, GovTribe, etc.
Required Qualifications:
  • Education:
    • Bachelor’s degree in Business Administration, Journalism, Marketing, English, Communications, or a related field required.
  • Experience:
    • 5+ years of experience in government contracting proposal management, including writing capability statements and responding to Requests for Information (RFIs) is required.
    • Proven track record of managing and winning government contracts.
  • Skills:
    • Strong project management, organizational, and leadership skills.
    • Excellent written and verbal communication skills.
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management software.
    • Ability to work under pressure and meet tight deadlines.
    • Attention to detail and commitment to quality.
  • Location and Travel:
    • Individuals must reside within a commutable distance of Largo, MD to work onsite 2-3 days/week, or as needed.
    • Occasional travel to client sites and industry events may be required.
    • Flexibility to work extended hours during peak proposal periods is a must.
Desired Qualifications:
  • APMP (Association of Proposal Management Professionals) certification is a plus.
  • Master’s degree preferred.
