Position Overview:

We are seeking a Senior Policy Analyst to join our team at the VA Department of Transportation. This role is pivotal in conducting advanced and intricate analyses related to policy planning and development.


Key Responsibilities:

  • Lead and execute comprehensive analyses, focusing on policy evaluation and development.
  • Provide expert guidance on study methodologies, project objectives, and deliverables.
  • Ensure that project quality and timelines align with both client and management expectations.
  • Engage with stakeholders to gather and document project requirements.
  • Utilize diverse techniques for requirement elicitation, including interviews and focus groups.
  • Conduct in-depth studies and draft policy recommendations and regulations.
  • Facilitate collaborative sessions, conduct research, and present findings effectively.
  • Act as a liaison with inter-agency teams, representing agency interests as needed.
  • Evaluate operational analyses conducted by internal and external entities.
  • Prepare high-level presentations and reports for senior management and government branches.
  • Manage change initiatives, ensuring a structured approach is utilized.

Qualifications:

  • Extensive knowledge of quantitative analysis methods relevant to industrial engineering and operations research.
  • Proven ability to apply management and planning principles to complex projects.
  • Strong understanding of project management, performance measurement, and public administration.
  • Experience in requirement elicitation for software systems using various techniques.
  • Ability to develop research methodologies and communicate findings effectively.
  • Excellent oral and written communication skills for diverse audiences.
  • Proficient in facilitating discussions across various organizational levels.
  • Skilled in using computer applications for data analysis and reporting.

Minimum Qualifications:

  • Knowledge of transportation-related industrial engineering practices.
  • Experience in strategic consulting and preparing executive-level reports.
  • Demonstrated ability to facilitate groups and communicate effectively.
  • Strong analytical and problem-solving skills.
  • Ability to build relationships and influence senior management.
  • Experience with data analysis and software applications.

Additional Considerations:

  • Experience with implementing software solutions.
  • Familiarity with data management and analysis tools.
  • Background in Industrial Engineering, Operations Research, or related fields is preferred.
  • Certification in Six Sigma is advantageous.
