Position Overview:
The Senior Financial Analyst plays a pivotal role in executing intricate and specialized accounting functions that support budgetary, financial accounting, and procurement operations. This position entails advanced analytical and administrative responsibilities related to the preparation, maintenance, monitoring, and evaluation of multifaceted financial records. The role requires proficiency in managing complex accounting systems, ensuring robust internal controls, and delivering comprehensive financial reports. The Senior Financial Analyst operates autonomously under the general oversight of the Controller.

Key Responsibilities:
Budget Management:
- Provide guidance and support to departments in formulating budget estimates and supplementary data.
- Conduct training sessions and disseminate information to budget holders and grant managers as necessary.
- Assist in compiling responses to information inquiries.
- Gather statistical data required by local, state, and federal agencies.
- Formulate budget recommendations based on thorough data analysis.
- Educate staff on the budgeting module and oversee its management and verification.
- Execute and supervise Position Control processes and procedures.
- Contribute to the development of the Annual Budget Manual, Proposed Budget Book, Approved Budget Book, and Executive Summary.
- Monitor procurement and human resources actions for financial implications and strategic alignment.
- Offer training and consultation to staff at all levels regarding budgetary matters.
- Oversee spending to ensure compliance with the budget, including initiating and processing budget transfers and amendments.
- Manage, track, reconcile, and document budget amendment resolutions and compliance.
- Supervise funds and monitor project fund balances.
- Assist in creating policies, procedures, and practices for budget development and maintenance.
- Prepare visual aids such as charts, graphs, and tables to enhance budget presentations.
- Undertake additional projects and responsibilities as assigned.

Financial Reporting:
- Create visual aids including charts, graphs, and tables to support financial reporting and transparency.
- Assist in compiling the Annual Comprehensive Financial Report.
- Coordinate, conduct, review, and compile internal audits and support the annual audit process.
- May perform financial analyses and reports on the efficiency and effectiveness of departmental financial programs as assigned.
- Undertake additional projects and responsibilities as assigned.

Procurement Oversight:
- Provide training and consultation to staff at all levels regarding the Purchasing module.
- Maintain contracts within the Contract module.
- Oversee PCard review, administration, and reconciliation.
- Undertake additional projects and responsibilities as assigned.

Physical Requirements:
The role involves light physical activity, requiring the exertion of up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. The position necessitates the use of fingers, hearing, speaking, and communication skills.

Qualifications:
- A Bachelor's degree is required, along with three (3) years of relevant work experience or an equivalent combination of education and experience.

Preferred Qualifications:
- Experience in local government budget, accounting, and/or procurement.

Technical Skills:
- Familiarity with Munis, Questica, and OpenGov Procurement systems.

Certifications:
- No specific licenses or certifications are required.

Preferred Certifications:
- VGFOA, VA Procurement, or equivalent certifications are advantageous.
