Key Responsibilities


Oversee, conduct, and spearhead advanced, intricate, and exceptionally challenging analyses, policy evaluations, planning, and development tasks in the assessment, appraisal, and formulation of recommendations, policies, procedures, regulations, legislation, and organizational studies.

Provide expert guidance on the formulation of study methodologies, project objectives, work plans, and final deliverables.

Ensure that project quality, content, and timelines align with both client and management expectations.

Engage with business stakeholders to gather and document requirements.


Employ various techniques to extract system and software requirements, including interviews, brainstorming sessions, document reviews, focus groups, observations, and prototyping.

Conduct studies; draft position papers, policies, regulations, and legislative proposals.

Facilitate group discussions, establish methodologies, conduct research, analyze and compile findings, develop recommendations, present results, and prepare relevant documentation.

Act as the Agency liaison with inter-agency policy study teams and represent Agency positions as directed by management.

Review and assess analyses of VDOT operations conducted by internal and/or external entities.


Prepare presentations, correspondence, and sensitive responses for senior management, including the Cabinet Secretary or on their behalf, submitted to other branches of State Government involved in legislation, policy analysis, public relations, and economic or operational impact assessments.

Lead and manage change management initiatives, ensuring a systematic approach utilizing a change management model is adhered to.


Prepare presentations as requested by senior management, ensuring project deadlines are established in advance and that the level of customer service and project deliverables meet client and management needs.


Qualifications:
In-depth knowledge of quantitative analysis employing methods and techniques relevant to industrial engineering, operations research, economics, and statistical analytical practices, including principles of Six Sigma.

Ability to apply systems engineering, management, planning, and accounting principles to complex projects, work independently, and lead, coach, and direct teams.

Familiarity with project management, productivity analysis, performance measurement, strategic planning, policy development and analysis, and public administration.

Understanding of business information systems.

Expertise in requirement elicitation for software systems and applications using various techniques such as interviews, brainstorming, document analysis, focus groups, observations, and prototyping.

Capability to develop research methodologies, communicate research findings, and formulate recommendations.

Ability to gather and analyze data and prepare comprehensive reports.

Strong oral and written communication skills with internal and external stakeholders.

Proficiency in facilitating large groups and teams across diverse geographical locations and organizational levels.

Competence in utilizing computers and software applications.

Minimum Qualifications

Knowledge of industrial or systems engineering practices and concepts related to transportation issues, with a proven track record of developing and leading successful process improvements.

Experience in strategic consulting and preparing comprehensive analyses and executive-level reports with recommendations, including demonstrated experience leading change management initiatives.

Experience successfully facilitating small and large groups with a variety of stakeholders.

Ability to communicate effectively, both orally and in writing, with diverse audiences and to conduct presentations and meetings.

Strong project management and analytical skills, with the ability to identify project problems and develop solutions.

Ability to drive results, build relationships, and influence senior management.

Ability to work independently as well as in large cross-functional teams.

Excellent interpersonal skills with teams and stakeholders.

Ability to leverage data to analyze performance, develop insights, and effectively collaborate with and direct analytical resources to optimize operational effectiveness.

Experience with computers and software applications, including word processing, spreadsheets, presentations, databases, and process mapping.

Willingness to travel occasionally both in-state and overnight.

Additional Considerations

Experience implementing systems and software solutions.

Progressively responsible experience with business information systems and requirements gathering.

Experience with data analysis, database management, or data mining.

Experience working with or developing solutions using Power BI tools, Power Apps, and Power Automate.

A combination of training, experience, or education in Industrial Engineering, Operations Research, Economics, Statistics, Public Relations, or a related field is desired.

Certification in Six Sigma and Organizational Change Management is a plus.
