Job Overview:
The Department of Emergency Management is actively seeking skilled candidates for the role of Senior Intelligence Analyst. This position is integral to the mission of the Virginia Fusion Center.
The Senior Intelligence Analyst is responsible for critical tasks involving the monitoring, research, evaluation, and dissemination of intelligence pertaining to both international and domestic terrorism, precursor offenses, and extremist movements.
This role necessitates thorough analysis of complex data sets to discern methods, trends, and patterns linked to extremist organizations, financing of terrorism, and other related threats.
The Analyst plays a vital role in supporting prevention and response initiatives by delivering actionable intelligence regarding threats to governmental officials and other significant targets.
Moreover, the position demands the establishment of a robust internal control framework by mitigating potential risks, ensuring data integrity, protecting assets, and complying with applicable laws and regulations.
The incumbent will generate reports and presentations for various stakeholders and will lead and collaborate on team projects, providing sound recommendations for the Virginia Fusion Center and the broader intelligence community.
All employees within the Department of Emergency Management are designated as essential personnel and may be required to work during emergencies, including severe weather events and other disasters.
This may involve irregular working hours, assignments at locations other than the primary duty station, and responsibilities beyond those specified in the Employee Work Profile.
Minimum Qualifications:
- Extensive experience in intelligence analysis, counterterrorism, or a related discipline.
- Proficient understanding of research and analytical methodologies.
- Demonstrated ability to collect, analyze, summarize, and interpret intricate data and technical information, both orally and in writing.
- Capability to apply critical thinking to diverse information sets and produce logical analyses and recommendations regarding probable and potential trends and outcomes.
- Skilled in conducting research utilizing relevant databases to provide comprehensive evaluations.
- Proficient in the use of personal computers and Microsoft Office applications (e.g., Word, Excel, PowerPoint, etc.).
- Proven ability to cultivate and maintain effective working relationships with personnel at all levels and representatives from other governmental agencies and organizations.
- Demonstrated capacity to manage multiple priorities, adhere to oral and written instructions, and maintain accurate and complete records.
- Excellent communication (both written and verbal), problem-solving, interpersonal, and decision-making skills.
- Must be able to obtain and maintain a federal security clearance.
- Must possess a valid driver's license and a satisfactory driving record.
- Must be available to work rotating shifts, weekends, and holidays.
Additional Considerations:
- Analytic experience within the intelligence community, emergency management, or public safety sectors.

The salary for this position is negotiable up to the maximum hiring range specified in this posting. Offers will not exceed the hiring range.
