POSITION SUMMARY

Under general oversight, the role involves executing a range of non-sworn law enforcement responsibilities in support of the Police Department. This includes enforcing regulations related to vehicle parking in municipal areas, overseeing animal control, and performing related duties as necessary.

KEY RESPONSIBILITIES

• Conduct patrols in public areas and municipal parking facilities to monitor for parking infractions.
• Issue citations for violations of parking regulations.
• Manage the impounding of vehicles when necessary and transport stray animals to designated facilities.
• Address and investigate reports of animal-related issues, including nuisance complaints and injuries.
• Enforce local animal control laws and verify animal licensing.
• Maintain accurate records and documentation of activities and incidents.
• Assist law enforcement with traffic management as required.
• Provide assistance to the public by answering inquiries and giving directions.
• Perform meter collection and minor repairs as needed.

QUALIFICATIONS

Knowledge, Skills & Abilities:

• Understanding of basic law enforcement principles and their application to non-sworn services, particularly in parking enforcement and animal control.
• Familiarity with record-keeping practices and the use of computer systems.
• Knowledge of local geography, including street layouts.
• Awareness of occupational hazards and safety protocols.
• Strong public relations skills.

Ability to:

• Execute various non-sworn law enforcement tasks, particularly those related to parking and animal management.
• Learn and apply relevant laws and regulations.
• Utilize handheld technology for ticketing and data entry.
• Communicate effectively regarding ordinances and regulations.
• Maintain organized records and files.
• Handle large animals safely and effectively.
• Interact tactfully with the public, especially in challenging situations.
• Operate vehicles with manual transmissions.

EDUCATION AND EXPERIENCE: A combination of education and experience that provides the necessary knowledge and skills is acceptable. Typically, this includes a high school diploma and two years of experience in roles with significant public interaction.

LICENSES/CERTIFICATES: A valid Class C California Driver's License with a clean driving record is mandatory and must be maintained throughout employment. A PC 832 certificate is required within one year of appointment.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

This position requires the ability to work in various environments, including office settings and outdoor locations, with exposure to inclement weather and public interactions.
