COMPETITIVE MINIMUM QUALIFICATIONS:

Administrative Analyst Trainee 1:
A bachelor's degree or higher is required.

Administrative Analyst Trainee 2:

A bachelor's degree along with one year of professional experience in conducting management and organizational studies, aimed at reviewing and refining procedures for new or evolving programs, assessing organizational performance, performing data analysis, and establishing internal controls.



Senior Administrative Analyst:

A bachelor's degree and two years of professional experience in management and organizational studies, focusing on reviewing and revising procedures for new or changing programs, evaluating organizational performance, conducting data analysis, and developing internal controls.


A Juris Doctor, master's, or higher degree in a relevant field can substitute for one year of specialized experience.

ADDITIONAL QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO), or Public Administration Traineeship Transition (PATT). Appointments may also be made at the traineeship level.



REASSIGNMENT QUALIFICATIONS:

Current employees of the Office for People with Developmental Disabilities with one year of permanent, contingent permanent, or 55 B/C service as a Senior Administrative Analyst. If you have less than one year, you must be currently reachable on the eligible list.



TRANSFER QUALIFICATIONS:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.



MINIMUM QUALIFICATIONS:
  • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.
  • Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary).
  • Have a current Eligibility Letter from the NYS Department of Civil Service, and be able to provide it to the Human Resources Office upon request.

The position may be filled at the Administrative Analyst Trainee 1 level equated to SG-13, Administrative Analyst Trainee 2 level equated to SG-14, or full performance Senior Administrative Analyst SG-18, based on education and experience.

Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst SG-18 following the successful completion of the traineeship.

Duties Description: The Office of Property Supports and Emergency Services is a centralized support office dedicated to providing a standardized team approach to managing Physical Plant Maintenance, Capital Services, Safety & Security, Fire Safety, Emergency Maintenance, and Environmental Services.

The Senior Administrative Analyst will be responsible for tracking and managing complex and critical data for the department to ensure compliance with required standards.


Key Responsibilities Include:
  • Establish, input, and maintain division data, tracking systems, and documentation to ensure adherence to applicable regulations and standards.
  • Assess division systems and program objectives. Create programs and systems to enhance efficient information flow throughout the department.
  • Review and update departmental policies, forms, and manuals.
  • Assist the department in executing new initiatives and standards.
  • Provide administrative support and technical assistance to departmental staff.
  • Participate in meetings and document minutes as required.
  • Help maintain and update Agency intranet and internet website documents related to regulations and policies.
  • Prepare documents, correspondence, and other materials as necessary.
  • Collaborate with division staff to maintain active statuses and updates on departmental projects.
  • Review and revise documents and forms for completeness and accuracy.
  • Respond to phone calls and electronic inquiries, forwarding them to appropriate staff as necessary.
  • Manage division staff calendars and meetings.

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment.
  • Employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status within one year of permanent appointment.
  • Preference will be given to impacted employees from OPWDD closures.
  • All OPWDD employees must maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs.
