Position Overview
As a Program Analyst within the Department of Defense, your responsibilities will encompass a variety of critical tasks:

Leadership and Management:
Oversee and direct the MDA/AB ASEV initiatives in Japan, ensuring the effective development, production, and delivery of the AEGIS Weapon System, adhering to established MDA protocols and the stipulations of the Japan FMS Case.

Collaboration:
Engage with Missile Defense System stakeholders and representatives from various agencies within the Department of Defense to articulate requirements for an MDA technical contract.

Contract Oversight:
Act as the Contracting Officer's Representative for an Agency-wide Technical contract, ensuring compliance and effective execution.

Strategic Development:
Formulate acquisition strategies and propose actionable recommendations for senior management's consideration.

Representation:
Represent the Agency in board meetings and committees, delivering presentations and briefings to both experts and senior management.

Advisory Role:
Serve as a planner, analyst, and advisor to senior management on matters related to program cost analysis, life-cycle management, and long-term fiscal/program planning.

Program Assessment:
Contribute to program evaluations that inform major milestone decisions, assisting in the development of detailed analyses regarding the interrelationships of programs and appropriations.

Financial Management:
Support the Program, Planning, and Budget Execution System (PPBES) cycle, providing input to the Program Objective Memorandum (POM) and Program Budget (PB). Develop and implement financial plans, assess funding adequacy, resolve financial issues, and track all aspects of financial execution.

Qualifications:
To qualify for this position, candidates must be U.S. citizens and meet specific requirements, including a background investigation for Federal employment suitability. This role requires a commitment to continuous learning and professional development, including obtaining necessary certifications within designated timeframes.

Work Schedule:
This is a full-time position with flexible tour of duty options, and it is eligible for telework.

Security Clearance:
Employees must obtain and maintain a Critical Sensitive (Top Secret) Security Clearance.

Additional Information:
This position is classified as a Critical Acquisition Position, necessitating a written tenure agreement to remain in Federal Service for a minimum of three years.
