Position Overview

The role of the Program Analyst is situated within the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). This position is designed for individuals who meet specific eligibility criteria.

Key Responsibilities

As a Program Analyst, your responsibilities may include:
  • Leading and managing the Missile Defense Agency (MDA) efforts in Japan, focusing on the development, production, and delivery of the AEGIS Weapon System while adhering to MDA processes.
  • Collaborating with stakeholders from the Missile Defense System and other agencies to define requirements for technical contracts. Serving as the Contracting Officer's Representative on agency-wide technical contracts.
  • Formulating acquisition strategies and recommending actions for senior management review.
  • Representing the agency in meetings and developing presentations for various audiences, including senior management.
  • Advising senior management on program cost analysis, life-cycle management, and fiscal/program planning for MDA acquisition programs.
  • Providing input for program assessments that inform major milestone decisions and conducting detailed analyses of program interrelationships and appropriations.
  • Supporting the Program, Planning, and Budget Execution System (PPBES) cycle, including input for the Program Objective Memorandum (POM) and Program Budget (PB). Developing financial plans, analyzing funding adequacy, and tracking financial execution.

  • This position is designated for Drug Testing.
  • Work Schedule: Full-time.
  • Telework eligibility: This position is eligible for telework.
  • Must obtain and maintain a Critical Sensitive (Top Secret) Security Clearance.
  • Continuous Learning Points (CLP's) must be accumulated every 24 months.
  • Mandatory Back to Basics (B2B) certification must be obtained within 48 months of entering the position.
Qualifications

To qualify at the NH-NH-04 level, candidates must have:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
  • Experience in planning, designing, and conducting detailed analyses of program plans.
  • Experience in communication with U.S. and foreign governments at various levels.
  • Experience in developing acquisition strategies for new procurements.
Additional Information
