Position Overview
As a Program Analyst within the Department of Defense, your responsibilities will encompass a variety of critical tasks aimed at supporting defense initiatives.

Key Responsibilities:
1. Lead and manage the MDA/AB ASEV initiatives in Japan, focusing on the development, production, and delivery of the AEGIS Weapon System, ensuring compliance with established MDA protocols and the terms of international agreements.
2. Collaborate with stakeholders from the Missile Defense System and other defense agencies to articulate requirements for technical contracts.
3. Act as the Contracting Officer's Representative for a comprehensive technical contract across the Agency.
4. Formulate acquisition strategies and present recommendations for senior management review.
5. Represent the Agency in various boards and committees, preparing and delivering presentations to both experts and senior officials.
6. Serve as a strategic planner and advisor to senior management on program cost analysis, life-cycle management, and long-term fiscal planning related to MDA acquisition programs.
7. Contribute to program assessments that inform major milestone decisions.
8. Assist in the development of detailed analyses regarding program interrelationships and appropriations to enhance cost analysis and resource utilization.

Financial Management:
Support the Program, Planning, and Budget Execution System (PPBES) cycle by providing input for the Program Objective Memorandum (POM) and Program Budget (PB).
Develop and implement financial plans, assess funding adequacy, address issues, identify budget alternatives, and monitor financial execution.

Qualifications:
To qualify for this position, candidates must meet specific criteria, including:
- U.S. citizenship
- Registration with Selective Service for males born after a certain date
- Suitability for Federal employment determined by a background investigation
- Potential completion of a probationary period
- Drug testing designation
- Full-time work schedule with flexible tour of duty options
- Telework eligibility and financial disclosure requirements
- Maintenance of a Critical Sensitive (Top Secret) Security Clearance.

Professional Development:
Employees are required to accumulate continuous learning points every 24 months and must obtain mandatory certification within a specified timeframe. This role is classified as a Critical Acquisition Position, necessitating a written tenure agreement.

Experience Requirements:
Candidates should possess one year of specialized experience equivalent to the NH-03/GS-13 grade level, including:
- Planning and conducting detailed analyses of program plans and alternatives.
- Effective communication with U.S. and foreign government entities at various levels.
- Development of acquisition strategies for new procurements.
