Key Responsibilities

As a PROGRAM ANALYST at the Missile Defense Agency, your primary responsibilities may include:
  • Leading and managing the MDA/AB ASEV initiatives in Japan, overseeing the development, production, and delivery of the AEGIS Weapon System in alignment with MDA processes and contractual obligations.
  • Collaborating with Missile Defense System stakeholders and other Department of Defense agencies to establish requirements for MDA technical contracts. Act as the Contracting Officer's Representative for agency-wide technical contracts.
  • Formulating acquisition strategies and proposing actionable recommendations for senior management.
  • Representing the Agency in meetings and committees, preparing and delivering presentations to experts and senior management.
  • Advising senior management on program cost analysis, life-cycle management, and fiscal/program planning for MDA acquisition programs.
  • Contributing to program assessments that inform major milestone decisions, providing detailed analyses of complex program interrelationships and funding utilization.
  • Supporting the Program, Planning and Budget Execution System (PPBES) cycle, including input for the Program Objective Memorandum (POM) and Program Budget (PB). Developing financial plans, analyzing funding adequacy, and tracking financial execution.

Qualifications

To qualify at the NH-NH-04 level, candidates must have:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
  • Experience in planning, designing, and conducting detailed analyses of program plans and alternatives.
  • Experience in effective communication with US and Foreign Governments at various levels.
  • Experience in developing acquisition strategies for new procurements.
Experience includes both paid and unpaid work, including volunteer work through National Service programs and other organizations.

Education
