Position Overview
As a Program Analyst within the Department of Defense, your responsibilities will encompass a variety of critical tasks that support national defense initiatives.

Key Responsibilities:
1. Lead and oversee the MDA/AB ASEV initiatives in Japan, ensuring the successful development, production, and deployment of the AEGIS Weapon System in alignment with established MDA protocols and the stipulations of the Japan FMS Case.
2. Collaborate and engage with Missile Defense System stakeholders and representatives from various Department of Defense agencies to articulate requirements for MDA technical contracts.
3. Act as the Contracting Officer's Representative for an Agency-wide Technical contract.
4. Formulate acquisition strategies and propose actionable recommendations for senior management review.
5. Represent the Agency in board and committee meetings, developing and delivering presentations and briefings to both experts and senior management.
6. Serve as a planner, analyst, and advisor to senior management on program cost analysis, life-cycle management, and long-term fiscal/program planning related to MDA acquisition programs.
7. Contribute to program assessments that inform major milestone decisions.
8. Assist in creating and providing in-depth analyses of complex interrelations among programs and appropriations to facilitate cost analyses concerning information mission areas and manpower utilization.
9. Support the Program, Planning, and Budget Execution System (PPBES) cycle, including input for the Program Objective Memorandum (POM) and Program Budget (PB).
10. Develop and implement financial plans, assess funding sufficiency, address issues, identify budget alternatives, and review findings, while tracking all facets of financial execution.

Qualifications:
To qualify for this position, candidates must meet the following criteria:
1. Must be a U.S. citizen.
2. Males born after a specific date must be registered for Selective Service.
3. Background investigation required for suitability for Federal employment.
4. May be required to complete a probationary period successfully.
5. This position is designated for Drug Testing.
Work Schedule:
Full-time, with occasional overtime and a flexible tour of duty.
Additional Requirements:
1. Must obtain and maintain a Critical Sensitive (Top Secret) Security Clearance.
2. Required to accumulate 80 Continuous Learning Points (CLPs) every 24 months.
3. Must obtain mandatory Back to Basics (B2B) certification within 48 months of entering the position.
4. This is a Critical Acquisition Position, requiring a written tenure agreement to remain in Federal Service for a minimum of three years.
