Position Overview

Legal Aid Bureau is seeking a dynamic and seasoned leader to take on the role of Chief Attorney at our Montgomery County office. This position is pivotal in overseeing, mentoring, and directing the office to deliver exceptional legal assistance to economically disadvantaged clients, alongside vital outreach and advocacy initiatives.

Since its inception, Legal Aid Bureau has been dedicated to providing top-tier legal support to vulnerable populations, addressing their civil legal challenges, and empowering them to navigate obstacles towards achieving stability and independence. The Bureau actively identifies and works to dismantle systemic barriers, including issues of systemic racism and discrimination. Our core services encompass eviction and foreclosure prevention, family law, children's rights, consumer protection, and access to public benefits. Legal Aid Bureau advocates primarily engage through the judicial system, representing indigent clients while also participating in impact litigation, public advocacy, and policy reform.

Key Responsibilities:

Staff Leadership and Development

  • Provide effective leadership and supervision to a team of 25 professionals, including attorneys, paralegals, and administrative staff, while also overseeing law clerks and volunteers as needed;
  • Facilitate the professional growth of team members through co-counseling, substantive legal reviews, and performance evaluations;
  • Conduct case assessments and allocate cases in accordance with the Bureau's case acceptance policies;
  • Manage the office's administrative functions, including scheduling and project oversight;
  • Lead recruitment efforts to attract skilled professionals committed to the Bureau's mission;
  • Foster a collaborative and supportive team environment, establishing clear objectives and priorities;
  • Ensure the delivery of culturally competent legal assistance to low-income clients in a client-centered and empathetic manner;
  • Engage in advocacy efforts aimed at addressing systemic issues affecting impoverished individuals and communities;
  • Promote staff involvement in community outreach and educational initiatives;
  • Identify and address training needs for staff development;
  • Ensure compliance with timekeeping and grant-reporting requirements;
  • Maintain a limited caseload reflective of the Chief's expertise while managing office responsibilities.

Strategic Leadership

  • Participate in local, state, and potentially national advocacy initiatives and task forces;
  • Build relationships and gain insights into the communities served, along with available resources to meet client needs;
  • Engage with community leaders to enhance the Bureau's presence and reputation;
  • Develop strong connections with the judiciary and private legal sector;
  • Support efforts to increase pro bono representation for clients;
  • Contribute to the Bureau's strategic planning, aligning office goals with broader organizational objectives;
  • Ensure adherence to administrative and regulatory standards;
  • Serve on a statewide management team, striving to elevate the quality of legal services across the Bureau;
  • Assist in resource development, including identifying funding opportunities and drafting grant proposals;
  • Address client concerns and grievances effectively.

Qualifications:

  • Juris Doctor degree and admission to the Maryland Bar, or eligibility for admission;
  • A minimum of five years of experience in legal services or legal management, with seven years preferred;
  • Exceptional verbal and written communication skills;
  • Proficiency in technology, particularly Microsoft Office and case management systems;
  • Strong organizational and time management abilities;
  • Experience in supervision, including providing constructive feedback;
  • Ability to identify and analyze legal issues effectively;
  • Commitment to serving diverse populations, with direct experience in core issue areas being advantageous;
  • Dedication to principles of diversity, equity, inclusion, and belonging;
  • Preferred experience in appellate law, community involvement, and leadership roles.

Compensation and Benefits:

The salary for this position ranges from $105,000 to $125,000, commensurate with experience. Legal Aid Bureau offers a comprehensive benefits package, including health, dental, and vision insurance, life insurance, a 401(k) retirement plan, four weeks of paid time off, paid sick leave, and 14 paid holidays annually.
