Role Summary:

The Virginia Department of Transportation (VDOT) Information Technology Division is in search of a seasoned Project Scrum Master to lead the delivery of a cloud-based data management platform tailored to meet the agency's data management requirements. The ideal candidate will possess a solid history of crafting and executing effective cloud solutions for intricate data management challenges. Familiarity with data security and cloud infrastructure is essential, with a preference for experience in transportation-related data.

Key Responsibilities:

  1. Facilitate consistent project delivery throughout the project lifecycle, encompassing project plans, release schedules, resource distribution, and management of project risks, scope, timeline, and value delivery.
  2. Coordinate Agile ceremonies, including Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
  3. Monitor and communicate project progress regarding schedule, cost, and risk to the project team, stakeholders, and management.
  4. Create an environment conducive to team effectiveness and assist in removing obstacles.
  5. Shield the team from external interruptions and distractions.
  6. Foster strong relationships between the team and the product owner, as well as with external stakeholders.
  7. Track and report team velocity and other relevant project metrics.
  8. Encourage continuous improvement and assist teams in enhancing productivity.
  9. Support the Product Owner and team in managing the Product backlog.
  10. Adhere to VDOT and VITA project management standards as outlined.
  11. Communicate timelines and expectations to both technical and business personnel.
  12. Collaborate with stakeholders to grasp project requirements and facilitate data management needs.
  13. Ensure data is securely collected, stored, and processed in compliance with applicable regulations.
  14. Analyze data and provide insights to aid decision-making by project management teams.
  15. Deliver training and support for end-users to ensure effective platform utilization.
  16. Demonstrate expertise in planning, implementing, and maintaining local master data systems and processes across various business units.
  17. Utilize data to drive business value and engage in discussions regarding requirements with data teams.
  18. Possess experience in data governance concepts and implementations.
  19. Employ an agile methodology to steer master data governance processes.
  20. Document requirements and use cases, and facilitate design workshops for assigned projects.
  21. Define test objectives, design test plans, and create test cases for assigned projects.
  22. Manage project milestones and deliverables to ensure timely and budget-compliant delivery.
  23. Establish, measure, and clearly communicate progress using metrics.

Qualifications:

  • Thorough understanding of software development life cycle models and expert knowledge of Agile project management principles.
  • Experience managing cloud-based solutions for data management and analytics.
  • Adept at engaging with customers to understand their business practices and manage expectations.
  • Ability to set clear performance standards and hold team members accountable while maintaining team engagement.
  • Assist Product Owners in creating and prioritizing the Product Backlog.
  • Strong interpersonal skills, including mentoring, coaching, collaboration, and team building.
  • Excellent analytical, organizational, and decision-making capabilities.
  • Proficient in analyzing and documenting business and system processes.
  • Ability to balance competing demands for quality, scope, schedule, and cost.
  • Well-versed in Scrum and Kanban Agile methodologies.
  • PMP and CSM Certifications are mandatory.
  • SAFe Certification is preferred.
  • Experience with the SAFe framework is advantageous.

Preferred Skills:

  • Strong knowledge of cloud infrastructure and software systems, including Azure and Google Cloud.
  • Experience with data processing and storage tools (e.g., Spark, Azure Data Factory, Azure Data Lake Storage, Azure Event Hub, Azure SQL, Synapse).
  • Exceptional analytical, problem-solving, and communication skills.
  • Familiarity with transportation data and project management in that domain is a plus.
  • Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning) is preferred.
  • Experience managing large, multi-stream projects.
  • PMP or qualification under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects.
  • Proficient in Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).
