Key Responsibilities:
The Regional Portfolio Manager is accountable for the comprehensive management of an assigned portfolio of communities.

This role includes achieving financial and compliance objectives for each community while fulfilling other operational goals.

Each Regional Portfolio Manager oversees all personnel assigned to the communities and reports directly to the Senior Portfolio Manager.

This position necessitates local presence in the Tigard, OR office and adherence to in-office hours.

  • Develop and oversee the operational and capital budget for the communities on an annual basis, monitor and report on financial performance monthly, and implement strategies to enhance asset value. Regularly meet with the Zone Portfolio Manager to discuss portfolio performance.
  • Ensure financial oversight by reviewing and approving invoices for properties within the portfolio promptly, and provide a plan for addressing any outstanding late payments.
  • Collaborate with Accounts Receivable to ensure timely collections and alert the accounting department of any discrepancies.
  • In partnership with the Zone Portfolio Manager, attend regular meetings with property owners to discuss performance and critical issues, utilizing a structured agenda.
  • Guarantee that all operational functions of the properties (including rent increases, notices, violations, inspections, and reports) are budgeted, tracked, and executed as scheduled. Work with Zone Portfolio Managers to implement strategies for high operational performance in expense management, resident retention, service quality, income generation, and collections.
  • Recruit, hire, train, and manage the performance of direct reports, taking necessary actions to ensure performance expectations are met; engage the Director of Human Resources for progressive discipline when performance issues arise. Foster accountability and responsibility among staff.
  • Conduct regular meetings with Community Staff to monitor performance, provide training, and deliver constructive feedback.
  • Coach, train, and develop community staff proactively to ensure stability.
  • Identify individual training and development needs for field staff as necessary, collaborating with Zone Portfolio Managers and the Employee Development Department regarding specific training requests.
  • Ensure compliance of direct reports with local, state, and federal regulations related to the industry, employment, and resident relations.
  • Conduct regular site visits to each property to ensure compliance with Cascade Management's safety and appearance standards, maintaining overall property health.
  • Oversee quality maintenance of each property through regular preventative maintenance inspections and timely completion of work orders.
  • Address maintenance emergencies promptly and respond to after-hours calls.
  • Collaborate with Community Managers to ensure satisfactory completion of on-site work. Approve all repair, operating, and maintenance contracts within delegated authority, utilizing approved vendors while monitoring their performance. Report all property-related issues.
  • Continuously monitor annual certifications regarding PBV waitlists and other related certifications, addressing deficiencies promptly and involving Human Resources for identified staff performance issues.
  • Maintain property records in accordance with Cascade Security Protocols and ensure properties are equipped with necessary security measures, conducting regular security checks.
  • Review and approve site staff timecards.
  • Exhibit regular and reliable attendance during scheduled hours.
  • Perform additional duties as required.

Supervisory Responsibilities:
Responsible for hiring, supervising, and coaching staff, making recommendations for disciplinary actions and development. Review and approve bi-weekly timecards. Manage staffing schedules, including vacation approvals and leaves, in accordance with CMI policies, procedures, and applicable laws.

Travel Requirements:
Travel may be required up to 50% of the time.

Education and Experience:
High school diploma or GED required. A minimum of 3 years of Community Management experience with 150 units or more is required. At least 2 years of experience in a management position overseeing multiple properties is necessary. Proven track record of increased responsibility and staff oversight for at least 2 years is required. A minimum of 3 years of experience in Tax Credit, HUD, and/or affordable housing is required. Experience in Finance and Budgeting is preferred.

Certificates, Licenses, and Registrations:
A valid Driver's License and insurance are required.

Language Skills:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals. Ability to write routine reports and correspondence. Ability to communicate effectively before groups of customers or employees.

Mathematical Skills:
Ability to perform basic mathematical operations and interpret data effectively.

Reasoning Ability:
Ability to apply common sense to carry out instructions in various forms. Ability to address problems involving multiple concrete variables in standardized situations. Strong analytical skills and attention to detail are essential.
