Key Responsibilities:
The Regional Portfolio Manager is accountable for the comprehensive management of a designated portfolio of communities.

This role involves meeting financial and compliance objectives for each community while also achieving other operational targets.

The Regional Portfolio Manager supervises all personnel assigned to the communities and operates under the direct oversight of the Senior Portfolio Manager.

This position requires local presence in the Tigard, OR office with in-office hours.

  • Develop and oversee the operational and capital budgets for the communities on an annual basis, monitor and report on financial performance monthly, and implement strategies to enhance asset value. Regularly meet with the Zone Portfolio Manager to discuss portfolio performance.
  • Ensure financial oversight by reviewing and approving property invoices promptly, and establish a plan for addressing any outstanding late payments.
  • Collaborate with Accounts Receivable to guarantee timely collections and alert the accounting department of any discrepancies.
  • In collaboration with the Zone Portfolio Manager, participate in regular meetings with property owners to review property performance and address critical issues, following a structured agenda.
  • Guarantee that all operational activities of the properties (including rent adjustments, notices, violations, inspections, and reports) are budgeted, monitored, and executed as scheduled. Work with Zone Portfolio Managers to implement strategies for achieving superior operational performance in expense management, resident retention, service quality, income generation, and collections.
  • Recruit, train, and manage the performance of direct reports, taking necessary actions to ensure performance expectations are met; engage the Director of Human Resources for progressive discipline when performance issues arise. Foster accountability and responsibility among staff.
  • Conduct regular meetings with Community Staff to assess performance, provide training, and deliver constructive feedback.
  • Coach, mentor, and proactively manage community staff performance to ensure stability.
  • Identify specific training and development needs for field staff as necessary, collaborating with Zone Portfolio Managers and the Employee Development Department for training requests.
  • Ensure compliance of direct reports with local, state, and federal regulations related to the industry, employment, and resident relations.
  • Conduct regular site visits to each property to ensure that both the interior and exterior meet Cascade Management's safety and aesthetic standards. Responsible for the overall health of the properties.
  • Oversee quality maintenance of each property through regular preventative maintenance inspections and timely completion of work orders.
  • Respond promptly to maintenance emergencies and after-hours calls.
  • Work closely with Community Managers to ensure satisfactory on-site work. Approve all repair, operational, and maintenance contracts within delegated authority, utilizing approved vendors while monitoring their performance. Report all property-related issues.
  • Continuously monitor annual certifications related to PBV waitlists and other relevant certifications. Address deficiencies promptly and involve Human Resources for identified staff performance issues.
  • Maintain property records in accordance with Cascade Security Protocols and ensure properties are equipped with necessary security measures. Conduct regular security checks.
  • Review and approve site staff timecards.
  • Exhibit regular and reliable attendance during scheduled hours.
  • Perform additional duties as required.
Qualifications and Physical Requirements:

Supervisory Responsibilities:
Responsible for hiring, supervising, and coaching staff, making recommendations for disciplinary actions and professional development. Review and approve bi-weekly timecards. Manage staffing schedules, including vacation approvals and leaves. Carry out supervisory responsibilities in accordance with CMI policies, procedures, and applicable laws.

Travel Requirements:
Travel requirements may vary, potentially reaching up to 50% of the time.

Education and Experience:
High school diploma or GED required. A minimum of 3 years of Community Management experience with 150 units or more is required. At least 2 years of experience in a management position overseeing multiple properties is essential. Proven track record of increased responsibility and staff oversight for at least 2 years is necessary. A minimum of 3 years of experience in Tax Credit, HUD, and/or affordable housing is required. Experience in Finance and Budgeting is preferred.

Certificates, Licenses, and Registrations:
A valid Driver's License and insurance are required.

Language Skills:
Ability to read and interpret documents such as safety rules, operating instructions, and procedural manuals. Ability to write routine reports and correspondence. Ability to effectively communicate before groups of customers or employees.

Mathematical Skills:
Ability to perform basic arithmetic operations and interpret data presented in various formats.

Reasoning Ability:
Ability to apply common sense to carry out instructions provided in written, oral, or diagram form. Ability to solve problems involving several concrete variables in standardized situations. Strong analytical skills and attention to detail are essential.
