Job Responsibilities
The Virginia Department of Transportation's Lynchburg District Construction section is in search of a skilled Project Controls Specialist. In this pivotal role, you will support Project Controls management for both in-house and consultant-designed projects throughout the engineering and construction phases to ensure successful project execution. Your key responsibilities will include:
1. Conducting thorough constructability and biddability assessments, developing CPM schedules, analyzing claims, formulating change orders, and reviewing contract documents.
2. Collaborating with project teams to apply lessons learned and enhance construction quality, safety, and environmental compliance.
3. Offering guidance in managing construction project activities by providing technical support to construction personnel regarding contract adherence and interpretation of plans and specifications.
4. Assisting district leadership in summarizing program achievements related to safety, quality, timelines, and financials.
Minimum Qualifications
• Proven experience in applying engineering design and construction principles, particularly in roadway, structures, drainage, and environmental aspects.
• Proficiency in utilizing computer software, including spreadsheets, databases, and project scheduling tools.
• Demonstrated ability to interpret construction plans, contracts, special provisions, and specifications.
• Familiarity with highway construction methodologies, CPM scheduling, cost estimation, quality assurance, quality control practices, and claims mitigation.
• Knowledge of applicable state and federal standards and regulations governing highway construction and design.
• Strong communication skills, both verbal and written, including the ability to provide technical assistance to colleagues.
• Competence in using CADD for design evaluations and constructability assessments.
• Experience in researching, identifying, and resolving construction-related issues, along with preparing comprehensive reports on findings.
• Progressive experience addressing construction challenges and implementing quality improvement strategies across diverse projects.
Additional Considerations
• A Professional Engineering license or Engineer in Training certification is preferred.
• A blend of training, experience, or education in Civil Engineering or a related discipline is desirable.
• Capability to provide expert advice on change order language and claims avoidance, along with insights on cost implications and savings related to construction.
• Progressive experience addressing construction challenges and implementing quality improvement strategies across diverse projects.

VDOT employs a market-based pay structure, which has been sanctioned by DHRM. Consequently, advertised pay rates may not necessarily align with the Commonwealth pay bands.
