Rail Fleet Operations Manager

SUMMARY
The Rail Fleet Operations Manager is tasked with overseeing Westlake's railcar inventory, which encompasses specifications, upkeep, repairs, and adherence to regulations. A strong understanding of relevant FRA, Transport Canada, and AAR standards is essential.
This role provides leadership, serves as the company liaison, and offers technical insights on emerging regulatory and design challenges.
Leads a team of both internal and external experts while managing partnerships with third-party maintenance service providers and ensuring regulatory compliance.
DUTIES AND RESPONSIBILITIES
Responsibilities may include, but are not limited to, the following:
Formulates and executes a comprehensive strategy that aligns with the overall business objectives to procure top-tier logistics solutions at competitive rates, thereby enhancing the Westlake brand.
Fleet Management: Supplies specifications and design recommendations for all new railcar construction initiatives.Provides specifications for leased rail assets.
Plans and implements preventive maintenance and regulatory compliance activities for a fleet exceeding 15,000 railcars.
Supplier Oversight: Evaluates, selects, and negotiates contracts with all third-party repair shop vendors.
Conducts regular environmental and security assessments of contracted repair facilities.
Investigates discrepancies at external rail repair locations.
Coordinates audits of railcar repair facilities against Quality Assurance Protocols.
Strategic Development: Develops and implements strategies that align with Westlake's business goals and support objectives. Analyzes and optimizes distribution.
Assists in fleet sizing and maintenance operations.
Evaluates IT logistics tracking and maintenance solutions to bolster business operations.
Safety and Compliance: Fosters a culture of safety within the team.
Ensures adherence to all federal, state, and local regulations pertaining to rail and barge assets.
Acts as Westlake's representative in all regulatory and compliance matters with transportation authorities, including DOT, FRA, Transportation Security Administration, and Transport Canada.
Offers guidance to facilities on relevant transportation regulatory matters, such as car marking and special permits.Process Enhancement: Initiates projects aimed at mitigating risks associated with the transportation of hazardous materials.
Identifies opportunities for performance improvement and cost reduction.
Manages process changes to implement enhancements.
Project Oversight: Engages in capital project scopes related to logistics activities, including revenue and expense forecasting for return on investment assessments.
Complaint Resolution: Directs the complaint resolution process with suppliers.
Identifies and implements long-term corrective measures for process enhancement.
Represents Westlake in industry organizations such as the Chlorine Institute and AAR Tank Car Committee.
Undertakes any additional responsibilities or tasks as assigned.
Adheres to all company policies and procedures.
Fully supports the company's goals of continuous improvement and operational excellence at both strategic and tactical levels, including reviewing areas of responsibility for improvement opportunities to initiate projects or communicate ideas to management, as well as actively participating in project teams.
EDUCATION, EXPERIENCE AND QUALIFICATIONSA Bachelor's degree in a business or technical field.
A minimum of 10 years of progressive professional experience, including 10 years of direct involvement in fleet maintenance and compliance or a related field.
Strong organizational leadership capabilities are required.
Must be able to obtain a Transportation Worker Identification Credential from the Department of Homeland Security.
Specific knowledge of transportation regulations for chlorine is essential.
Familiarity with American Association of Railroads and Federal Railroad Administration regulations and their application to rail transportation is necessary.
Demonstrated positive and energetic leadership skills.
Strong analytical and problem-solving abilities.
Proficient in both verbal and written communication.
Ability to prepare and deliver presentations to all levels of the organization.
Experience with Microsoft Office applications, including Excel and PowerPoint.
Working knowledge of materials and structural concepts related to rail and barge equipment and coatings.
Understanding of applicable transportation regulations.
PHYSICAL DEMANDS
While performing the duties of this position, the employee is frequently required to sit, stand, walk, use hands to touch, handle, or feel, reach with hands and arms, and talk or hear.
The employee may occasionally be required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds.Specific vision abilities required for this role include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
The noise level in the work environment is typically moderate, as it is primarily office-based.
Some tasks may require work in operational units, necessitating the use of personal protective equipment, including safety glasses and hearing protection.
