Job Overview

Position Summary

The Grants Specialist is responsible for executing intricate financial operations related to grant initiatives within the City of Charleston.

This role operates under general oversight, independently crafting work methodologies and sequences.

Key Responsibilities

The following duties encompass the primary responsibilities associated with this position. Additional tasks may be assigned as deemed necessary by management.


Core Responsibilities:

  • Strives for efficiency and effectiveness in addressing the common needs and reasonable expectations of key stakeholders.
  • Contributes to the department's mission by consistently aiming to meet expectations, strategic objectives, and goals.
  • Prepares purchase orders and completes financial drawdowns utilizing HUD's IDIS and LOCCS systems.
  • Reconciles financial account balances with the City's accounting system, HUD IDIS, and various sub-recipients.
  • Maintains comprehensive financial records, including check copies, invoices, and documentation for all projects.
  • Oversees department timesheet records and processes salary reimbursements to the City from HUD administrative funds.
  • Maintains and reconciles account data entered into the GMS system, submitting reports to accounting at the fiscal year's conclusion.
  • Collects and analyzes data throughout the funding cycle to assist in identifying potential grant opportunities.

Additional Responsibilities:

  • Assists in monitoring activities to ensure that funds are utilized for authorized purposes.
  • Provides technical support to CDBG sub-recipients.
  • Possesses an understanding of the financial intricacies of grant funding at the Federal, State, and local levels.
  • Performs related duties as assigned.

Reads technical documentation and composes reports and correspondence with proper formatting.

Responsible for long-term planning and decision-making that impacts the organization and community.

Engages in coordinating tasks that require adherence to guidelines and problem-solving skills.

Error Impact:

Errors may moderately affect the work unit and potentially impact other departments or citizens.

Physical Requirements:

Primarily sedentary work with occasional walking or standing, requiring the ability to exert up to 10 pounds of force regularly.

Equipment Management:

Handles work aids with some discretion regarding standards and selection.

Safety Responsibilities:

No direct responsibility for the safety and health of others.

Education and Experience:

Preferred qualifications include an accounting background, an associate degree or equivalent coursework in business or a related field, and four years of experience working with grants or similar roles.
