DBE Program Specialist

We are seeking a dedicated and experienced DBE Program Specialist to join our team. In this role, you will play a vital part in ensuring compliance with federal regulations and promoting diversity within our contracting processes.

Responsibilities:
  • Oversee the work of the MWBE Coordinator, guaranteeing adherence to local and state regulations.
  • Collaborate closely with the MWBE Coordinator to address concerns raised by minority-owned businesses seeking opportunities with Charleston International Airport (CHS).
  • Administer the DBE, ACDBE, and Title VI programs in strict accordance with Federal Aviation Administration (FAA) guidelines and CHS business objectives to maintain FAA grant funding.
  • Develop, implement, and refine CHS's DBE, ACDBE, Title VI, and Community Participation Plan policies and procedures. Continuously evaluate program effectiveness and propose innovative strategies for improvement.
  • Conduct thorough research, compile statistical data, and prepare reports as required by the United States Department of Transportation. Analyze federal regulations and establish methodologies for developing, monitoring, and reporting DBE and ACDBE program goals to the FAA and related activities supporting CHS contracting opportunities.
  • Establish efficient record-keeping systems to gather and analyze data essential for program reporting, goal development, and uniform reporting of DBE and ACDBE awards, commitments, and payments. Coordinate with departments and CHS management to determine DBE/ACDBE goals for various contracts, including construction, professional services, nonprofessional services, RFQs/RFPs, and procurements; implement methodologies to track and achieve these goals.
  • Attend pre-bid and pre-award meetings to ensure prospective contractors and subcontractors are fully informed about contract requirements related to the DBE/ACDBE program.
  • Evaluate procurement and contract solicitations to guarantee compliance with FAA requirements for DBE/ACDBE participation; monitor projects to ensure ongoing adherence.
  • Identify, investigate, and propose solutions to resolve issues, complaints, or protests arising from the administration of the DBE, ACDBE, and Title VI programs.
  • Represent CHS at outreach events and activities to educate small/disadvantaged businesses about contracting opportunities and promote increased DBE participation.
  • Provide guidance to CHS management on DBE matters and program achievements.
  • Manage the Title VI compliance program and processes; gather, examine, and evaluate data and other information to identify key issues and develop best practices. Create agreements, action plans, communication plans, and other process/project documents to organize resources for implementation. Collaborate with internal and external partners, stakeholders, and constituents to implement strategies.
Qualifications:
  • A Bachelor's Degree is required.
  • Significant vocational experience is necessary.
  • In-depth knowledge and comprehension of techniques, information, methods, procedures specific to the field are essential.
