Overview

The Senior Business Systems Analyst is tasked with evaluating business systems, workflows, and technologies to optimize resources in alignment with the operational and strategic objectives of Dallas County.

This role involves the strategic design and mapping of user stories to technical specifications. Responsibilities include the creation and documentation of process maps and technical specifications for new solutions, including custom developments and system integrations. The analyst will provide recommendations for best practices in software and process solutions, identify training needs, develop training materials, and conduct training sessions.

Collaboration and Support:
Work closely with IT personnel and leadership throughout all phases of the Software Delivery Life Cycle (SDLC), ensuring all documentation deliverables are met. This position also requires troubleshooting and resolving various complexities of application and system issues. The analyst will partner with Dallas County departments, internal IT teams, and external vendors to maintain operational efficiency and performance.

Management Responsibilities:
Support the efforts of Business System Analysts I & II. Act as a technical resource for projects, updating project schedules and sprints, creating documentation deliverables, and completing assigned tasks. Participate in stakeholder meetings as necessary, reviewing and documenting current systems and program functions. Maintain and upgrade existing systems as required, ensuring that new business needs are documented and assessed for impact on current systems.

Project Implementation:
Plan, design, implement, configure, test, and deploy solutions for new applications, as well as drive continuous improvement for existing applications through SDLC methodologies. Define and document customer business functions and processes, mapping them to technical solutions for both current and future states.

Technical Support:
Provide moderate to advanced technical support for system users, including problem qualification, fault isolation, and resolution of system issues. Escalate issues to Dallas County IT staff and third-party support teams as necessary. Maintain records of incidents, requests, and changes in activity tracking systems. Gather and document user requirements, conduct testing and validation of software fixes and new releases, and perform quality assurance reviews of deliverables.

Security and Reporting:
Manage complex application security rights through user roles and access. Design, develop, test, and implement custom business reports. Contribute to the development of training curriculums and create end-user application training documents.

Qualifications:
Education or experience equivalent to a Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field. A minimum of three years of relevant experience in systems and application technical support is required. Proficiency in system analysis across multiple programming languages, hardware platforms, operating systems, and database management systems is preferred.

Skills and Abilities:
Proficient in standard software applications (MS Windows, MS Office, etc.). Strong analytical, organizational, and time management skills are essential. Effective verbal and written communication skills are necessary to establish and maintain productive working relationships. Ability to convey complex business concepts clearly and interpret user requests. Experience in business systems analysis on medium to large-scale projects, with a focus on documenting requirements and ensuring customer satisfaction.

Ability to work independently and collaboratively in a fast-paced environment. Excellent teamwork, facilitation, relationship-building, and negotiation skills are required. Knowledge of multi-tiered enterprise application architectures and experience with programming/scripting languages and reporting tools is advantageous. Familiarity with T-SQL, SSRS, Microsoft Power BI, and software quality assurance testing is preferred.

Additional Requirements:
Individuals in this position may be required to pass a national fingerprint-based records check and maintain the ability to do so while employed. Physical requirements include the ability to lift and carry up to 25 lbs. unassisted.
