The Senior Business Systems Analyst will play a crucial role in evaluating and enhancing business systems, workflows, and technologies to ensure optimal resource utilization in alignment with the objectives of Dallas County.
This position involves strategic design and mapping of user stories to technical specifications. Responsibilities include creating and documenting process flows and drafting technical specifications for new solutions, including custom developments and system integrations. The analyst will provide recommendations for best practices in software and process solutions, assess training needs, develop training materials, and conduct training sessions.Collaboration with IT personnel and leadership throughout the Software Delivery Life Cycle (SDLC) is essential, alongside the provision of necessary documentation deliverables. Additionally, this role requires troubleshooting and resolving a range of application and system issues. The analyst will partner with various Dallas County departments, internal IT teams, and external vendors to maintain operational efficiency and performance.
Management Responsibilities:
Support the activities of Business Systems Analysts I & II.
Detailed Responsibilities:
Act as a technical resource for projects. Update project schedules and sprints. Create project documentation deliverables and complete assigned tasks. Participate in stakeholder meetings as required. Review, analyze, and document current system functions and program capabilities. Maintain and upgrade existing systems as necessary. Document the implications of new business requirements on current systems and provide deliverables with recommendations. Serve as a liaison to development teams and evaluate proposed software designs to ensure they meet business unit requirements. Create screen mockups and visualizations for stakeholder review.
Plan, design, implement, configure, test, and deploy solutions for new applications while continuously improving existing applications through SDLC methodologies. Define and document customer business functions and processes, mapping them to integrated technical solutions for both current and future states.
Provide moderate to advanced technical support for system users, including problem qualification, fault isolation, and resolution of system and application issues. Prioritize and evaluate client technical inquiries. Escalate issues to Dallas County IT staff and third-party support teams as necessary. Maintain records of incidents, requests, and changes in activity tracking systems. Gather and document user requirements, and perform testing and validation of software fixes and new releases. Conduct quality assurance reviews of deliverables for both internal and external distribution.
Manage complex application security rights through user roles and access. Design, develop, test, and implement custom business reports. Participate in the development of training curriculums and conduct technical training sessions. Create end-user application training documentation and perform other assigned duties.
Qualifications:
Education or experience equivalent to a Bachelor's degree from an accredited institution in Computer Science, Information Technology, Engineering, Business Administration, or a related field. A minimum of three years of relevant experience in broad-based systems and/or application technical support is required. Experience in system analysis across multiple programming languages, hardware platforms, operating systems, and database management systems is preferred.
Skills and Abilities:
Proficient in standard software applications (MS Windows, MS Office, etc.). Strong analytical, organizational, and time management skills. A clear and logical approach to problem-solving and troubleshooting is essential.
Effective verbal and written communication skills are necessary to establish and maintain productive working relationships with employees, departments, and the public in both traditional and virtual environments.
Ability to articulate complex business concepts clearly and interpret user requests.Work collaboratively with a diverse range of individuals, including peers, vendors, staff members, and leadership.
Demonstrate a professional, positive, and approachable demeanor. Ability to manage multiple projects simultaneously across various teams.Experience in business systems analysis with a proven track record on medium to large-scale projects, documenting requirements, establishing scope, and determining strategies for testing and implementing systems to achieve business objectives.
Ability to work independently and as part of a team in a fast-paced environment. Strong teamwork, facilitation, relationship-building, and negotiation skills. Proactive behavior and ownership of tasks are essential. Broad knowledge of multi-tiered enterprise application architectures and programming/scripting languages. Specific experience with T-SQL is required, while familiarity with SSRS, Microsoft Power BI, Crystal Reports, or stored procedure optimization is a plus. Solid experience in software quality assurance testing is required. Knowledge of business analysis and design principles, as well as SDLC processes, is essential. Experience with Agile methodology is preferred.Individuals in this position may require access to sensitive databases and must pass a national fingerprint-based records check prior to placement and maintain eligibility throughout their tenure.
Physical/Environmental Requirements:
Standard office environment. Ability to lift and carry up to 25 lbs. unassisted.
