Purpose of Classification:


This classification aims to oversee a team of engineers executing professional civil engineering functions in support of infrastructure projects, plan assessments, and various construction and maintenance initiatives. The focus will be on developing designs and addressing engineering challenges, with project types and responsibilities varying based on the assigned department.


Essential Functions:
The following responsibilities are typical for this role.

Directs and organizes daily work activities of assigned team members; collaborates with supervisors to clarify work assignments and priorities; structures tasks to ensure completion of assigned duties; monitors progress and inspects finished work; engages with team members, assists with complex issues, and provides technical guidance; aids in training and instructing colleagues on operational protocols and proper equipment usage; and supports supervision of team members by reporting performance issues and contributing to disciplinary actions and evaluations.


Conducts and/or evaluates modeling, planning, and engineering analyses to support project evaluation and design, providing technical assistance during construction phases; prepares detailed reports outlining quantitative analyses and recommendations; reviews and verifies engineering calculations and analyses submitted by external consultants or internal engineering staff.


Performs a programming assessment to identify space, infrastructure, facility, and other project needs; participates in compiling lists of potential infrastructure enhancement projects for inclusion in the capital investment strategy for the program or division.


Coordinates and reviews the work of contracted architects, engineers, municipal staff, and other project service providers; collaborates with contractors to implement necessary design modifications to comply with regulatory and project standards; and approves designs as appropriate.

Completes assessments of civil engineering components of all site development proposals to ensure adherence to relevant laws, ordinances, regulations, and standards; evaluates the impact of proposed projects concerning traffic and transportation, drainage and stormwater management, hydrology and hydraulics, flood mitigation, grading and erosion control, zoning, and land use suitability, and related matters; approves plans and issues permits or initiates corrective actions for deviations or violations; collaborates with developers/engineers to adjust plans for compliance.

Facilitates communication among stakeholders, including owners, project managers, contractors, governmental agencies, the public, and other interested parties.


Provides technical support to project managers and contract officers during the bidding phase of project design to assist in evaluating proposals and making recommendations for contract awards.


Minimum Qualifications:


A Bachelor's degree in Civil Engineering or a related engineering discipline is required; five years of civil engineering experience; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position.


Specific License or Certification Required:
Must possess and maintain a valid driver's license; a professional Engineer license is required.
