Compensation Structure:

Civil Engineer I: $65,000 - $80,000

Civil Engineer II: $72,000 - $96,000

Assistant City Engineer: $84,000 - $110,000

Key Responsibilities:
  • Develop detailed plans, specifications, and cost estimates for capital construction initiatives.
  • Assess project designs and specifications to ensure compliance with engineering standards and regulatory requirements.
  • Oversee design and construction projects executed by private consulting or contracting firms.
  • Collaborate with City personnel, governmental bodies, utilities, contractors, and the public to synchronize project efforts.
  • Provide professional engineering support to City departments and staff.
  • Review technical drawings, shop drawings, and progress payments to confirm adherence to project specifications.
  • Compile and present reports, including recommendations on public infrastructure necessities and project updates.
  • Supervise construction inspections and maintenance operations.
  • Address inquiries and concerns from the public, consultants, contractors, and other agencies.
  • Draft correspondence and reports for City staff, the City Council, and other stakeholders.
  • Recommend and prepare updates to City regulations, standards, policies, procedures, codes, and ordinances pertaining to public infrastructure systems.
Additional Duties:

Civil Engineer I:
  • Assist with surveys for design, rights-of-way, construction staking, and as-built information.
  • Research property ownership and interpret, write, and plot legal descriptions.
Civil Engineer II:
  • Team Management: Conduct performance evaluations, manage disciplinary actions, document personnel activities, and address grievances while maintaining clear communication with team members.
  • Technical Analysis: Review technical reports, laws, and proposed regulations to assess their implications on City operations.
  • Program Development: Participate in meetings and contribute to the creation and implementation of new operational initiatives.
  • Budget Preparation: Draft proposed capital improvement and operational budgets and prepare funding applications for state or federally-funded projects.
  • Public Presentations: Deliver presentations on municipal infrastructure enhancement projects.
  • Relationship Management: Foster effective relationships with superiors, subordinates, coworkers, and external organizations.
  • Contract Oversight: Manage design and construction project contracts.
  • Financial Acumen: Understand basic accounting and budgeting practices.
  • Comprehensive Analysis: Analyze complex engineering documents and regulations.
  • Independent Evaluation: Apply standard engineering techniques with minor adaptations.
Assistant City Engineer:
  • Engineer of Record: Serve as the engineer of record for City projects and assume the duties of the City Engineer in their absence.
  • Staff Guidance: Supervise professional engineers and other assigned personnel.
  • Agency Coordination: Manage projects in collaboration with area railroads and state and federal agencies.
  • Infrastructure Inventories: Conduct inventories of municipal infrastructure systems.
  • Asset Management: Utilize asset management software to assess maintenance needs.
  • Innovative Techniques: Investigate new methods for the rehabilitation or construction of public works facilities.
  • Bid Evaluation: Assist in evaluating bids and ensure compliance with contract documents.
  • Meeting Leadership: Attend and lead meetings to develop and implement new programs.
  • Infrastructure Expertise: Provide specialized knowledge in municipal infrastructure design and rehabilitation.
  • Regulatory Compliance: Understand and apply relevant laws and regulations for municipal infrastructure.
Essential Qualifications:
  • Bachelor's degree in Civil Engineering or a related field from an accredited institution.
  • Strong grasp of civil engineering principles, surveying, construction practices, and materials.
  • Proficient in engineering software, including AutoCAD, ArcGIS Pro, and Microsoft Office Suite.
  • Excellent interpersonal skills for effective communication with the public and colleagues.
  • Ability to prepare clear engineering plans, reports, and presentations.
  • Capable of managing multiple projects to meet deadlines.
  • Willingness to work outdoors in varying weather conditions.
  • Valid Illinois driver's license.
Additional Requirements:

Civil Engineer I:
  • Experience: Up to 3 years of civil engineering experience.
  • Licensing: Professional Engineering Intern (EI) Certificate or the ability to obtain one within 12 months.
Civil Engineer II:
  • Experience: 3-5 years of civil engineering experience.
  • Licensing: Professional Engineers (PE) license in Illinois or the ability to obtain one within 6 months.
Assistant City Engineer:
  • Experience: Minimum of 6 years in civil, water resource, environmental, or transportation engineering.
  • Licensing: Professional Engineers (PE) license in Illinois or the ability to obtain one within 6 months of employment.
