Classification Purpose:
The objective of this classification is to oversee a team of engineers executing professional civil engineering functions in support of capital initiatives, plan assessments, and various infrastructure construction and maintenance endeavors, focusing on design formulation and engineering problem resolution. The nature of projects and assignments will differ based on the designated department.
Key Responsibilities:
The following tasks are typical for this role. The absence of specific duty statements does not exclude them from the classification if the work is analogous, related, or a logical assignment for this classification. Additional duties may be required and assigned.
- Directs and organizes daily operations of the assigned team or colleagues; collaborates with supervisors to obtain guidance on work assignments and priorities; arranges tasks to ensure completion of assigned duties; monitors ongoing work status and inspects completed tasks; collaborates with team members, assists with complex issues, and provides technical expertise; aids in training and instructing colleagues on operational procedures and proper equipment usage; and supports supervision of team members by reporting employee issues and contributing to performance evaluations.
- Conducts and/or evaluates modeling, planning, and engineering studies to support project analysis and design, providing technical assistance during construction; prepares reports detailing quantitative analyses performed and concluding recommendations; reviews and verifies engineering calculations and analyses submitted by consulting engineers or internal engineering technicians.
- Performs a programming assessment to identify space, infrastructure, facility, and other project requirements; participates in creating lists of potential infrastructure enhancement projects for inclusion in the capital investment plan for the program or division.
- Coordinates and reviews the work of contracted architects, engineers, city personnel, and other project service providers; collaborates with contractors to implement necessary design modifications to comply with regulatory and project requirements; approves designs as appropriate.
- Completes evaluations of civil engineering aspects of all site development plans to ensure adherence to applicable laws, ordinances, regulations, and standards; assesses the impact of proposed projects concerning traffic and transportation, drainage and stormwater management, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates necessary actions to rectify deviations or violations; collaborates with developers/engineers to adjust plans for compliance.
- Facilitates communication among the owner, project manager, contractors, other governmental agencies, the public, and other stakeholders.
- Provides technical support to project managers and contract officers during the bidding phase of project design to assist in evaluating proposals and making recommendations for contract awards.
Minimum Qualifications:
A Bachelor's degree in Civil Engineering or a related engineering discipline is required; five years of civil engineering experience; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; a professional Engineer license is mandatory.
