Job Summary:

The Texas Department of Aging & Disability Services seeks a highly qualified Contract Specialist to join our team in the Office of Rural Hospital Finance and Coordination. This position will be responsible for managing contracts and grants for rural hospitals, ensuring compliance with state and federal regulations. The successful candidate will have excellent communication and problem-solving skills, with the ability to work effectively in a team environment.

Key Responsibilities:

1. Develop and manage contracts for rural hospital grants, ensuring compliance with state and federal regulations.
2. Monitor and review contract performance, examining billings, fiscal data, and eligibility determinations for compliance with contract terms and policies.
3. Provide guidance and technical assistance to internal and external customers regarding contract administration, policies, and procedures.
4. Identify training needs and determine how training should be conducted to ensure effective contract management.
5. Maintain contractor files, ensuring accessibility of information necessary for appropriate contract management.

Requirements:

1. Bachelor's degree in a related field, such as business administration, public administration, or a related field.
2. 2+ years of experience in contract management, preferably in a government or healthcare setting.
3. Strong knowledge of state and federal laws and regulations governing state purchasing.
4. Excellent communication and problem-solving skills, with the ability to work effectively in a team environment.
5. Ability to use electronic systems, such as CAPPS, SCOR, and BHSMS, to manage programmatic and contract-related information.

Preferred Qualifications:

1. Certified Texas Contract Developer (CTCD) certification.
2. Experience with contract development, procurement, and contract administration.
3. Strong analytical and problem-solving skills, with the ability to identify and resolve complex issues.
4. Ability to work effectively in a fast-paced environment, with multiple priorities and deadlines.
