Position:

Program Control Analyst

KBR is in search of a Program Control Analyst at an intermediate level to become part of our SIGINT Customer's acquisition office and budget support team. This team is tasked with overseeing significant system acquisitions and providing operational support for space systems, including both ground hardware and software components within the SIGINT portfolio. The selected candidates will engage in resource planning, analysis, and execution related to extensive system development and budget support within the Directorate.

Key Responsibilities:

The ideal candidate will have a proven track record of collaborating with a diverse technical workforce and development contractors to fulfill their responsibilities. The intermediate-level analyst will:

  • Assess program requirements and financial plans for precision and thoroughness.
  • Offer insights regarding resource allocations among competing initiatives.
  • Prepare, review, and suggest modifications to budget estimates and requirements.
  • Verify and validate analyses used to formulate and update resource necessities.
  • Provide assistance and recommendations for budget exercises, including IPBS, CBJB, and CJB submissions, while reviewing program and directorate data in various systems for accuracy.
  • Stay informed about policies relevant to NRO financial management and propose change recommendations.
  • Advise Government personnel on operational guidance that integrates all congressional marks and management decisions.
  • Resolve data inconsistencies and ensure data verification and validation.
  • Aid in the design, implementation, and utilization of corporate resource information, repositories, databases, decision support tools, strategies, processes, and procedures to guarantee precise financial reporting and management oversight.
  • Recommend improvements regarding funding documentation to ensure accuracy and compliance with applicable NRO policies and instructions.
  • Compile and evaluate program-level UFRs, suggesting changes and prioritization to senior management.
  • Draft, review, and edit correspondence, presentations, charts, and memoranda for consideration by Government personnel.
  • Consolidate and provide recommendations on the development, revision, implementation, data collection, and reporting of performance metrics.
  • Deliver PMR and/or BMR feedback to senior management.
  • Review ICE, Cost PMP/BAAR, and MSA resource reports for accuracy and completeness, making recommendations to authorized Government personnel.
  • Draft recommended documentation for inclusion in program budget status reviews, program requirement reviews, program status reviews, and other ad hoc reviews.
  • Demonstrate experience in the following areas:
    • Utilizing analytic techniques to assess programmatic data and address inconsistencies within NRO business practices.
    • Advanced proficiency in Microsoft Office Excel (including pivot tables and macros) and in creating presentations in Microsoft PowerPoint.
    • Understanding project management concepts and principles.
    • Applying EVM and associated techniques.
    • Knowledge of Federal Appropriation Law and standards impacting financial activities.
    • Familiarity with Federal Government budgetary principles and procedures.
    • Expertise in cost estimating, budgeting, financial management, and governmental program accounting.
    • Assisting in the federal budget process to formulate budget estimates.
    • Knowledge of the Intelligence Community (IC) Program and Budget Submission Process (IPBS) and the DoD Planning, Programming, Budgeting, and Execution Systems (PPBES).
    • Working efficiently and effectively as an individual or as part of a team.
    • Communicating effectively and fostering a collaborative environment.
    • Engaging with a variety of Government contacts from junior to executive levels.

Minimum Qualifications:

  • TS/SCI with Polygraph clearance.
  • Educational Requirement: Bachelor's degree in a technical or business-related field or a minimum of 15 years of direct relevant experience.
  • At least 6 years of relevant experience, including experience within the NRO and familiarity with its systems.

Travel Requirements:

Up to 10% travel may be required.
