The successful candidate will demonstrate a robust background in resource and acquisition management, possess an expert-level comprehension of NRO policies, procedures, and tools, and exhibit the capability to evaluate intricate program performance and advancement relative to established objectives.

Key Responsibilities:


Evaluate the Directorate's budget implementation, utilizing suitable methodologies to assess the influence of emerging trends and guarantee that the program's advancement is in sync with available resources and objectives.


Conduct cross-program evaluations to ascertain the effects of program performance and progress against established plans; identify resources necessary to achieve designated goals and objectives; recognize resource trade-offs within and among competing programs and offer resource alternatives.


Collaborate with the Program Office technical team to evaluate resource requirements to ensure the alignment and comprehensiveness of budget estimates and needs for both new and ongoing initiatives.


Assist with Directorate budget initiatives and the formulation of the Intelligence Program Budget Submission (IPBS), Congressional Budget Justification Book (CBJB), Congressional Justification Book (CJB), and Unfunded Requirements (UFR).


Support the Directorate in providing Budget Line Items (BLIs), Request for Contract Action (RCA), Funds from Others (FFO), Funds to Others (FTO), Funds Transfer Requests (FTR), and other funding documentation using the appropriate tools and forms.


Contribute to the creation of briefing packages to support NRO program status and requirements reviews, program management reviews, business management reviews, and earned value management. Validate data in various budgeting execution applications and address any discrepancies between requirements and budgets.

Required Qualifications:
A Bachelor's degree in a Technical or Business-related field, accompanied by 12 years of relevant experience.


Strong preference for candidates with experience using NRO tools such as NRO Execution Tool (NEXT), NEAR, NFIS, FIT, FIRsT, EpX Studio, and others.

Familiarity with NRO policies regarding appropriations, expenditure types, budget codes, and Contract Line Item Numbers (CLIN).

Understanding of general and corporate business practices, government contracting regulations and principles, as well as accounting and finance principles.

Demonstrated knowledge of IC budgetary principles and procedures.


Extensive understanding of acquisition management regulations, practices, policies, and procedures, including lifecycle resource planning for major system acquisitions and the development of Acquisition Program Baselines.

The applicant must possess a TS/SCI with CI poly.
