Position Title: Field Operations Engineering Manager

The Field Operations Engineering Manager is responsible for overseeing and coordinating the operations and activities of personnel, including direct management of teams tasked with providing technical support, managing contracts, procuring resources, and maintaining inventory for the division. This role offers significant administrative support to the Assistant Water Director of Field Operations.

Key Responsibilities:

  • Supervise personnel, including prioritizing tasks, conducting performance assessments, ensuring proper training, enforcing policies, and maintaining a safe work environment. Make decisions regarding hiring, termination, and disciplinary actions.
  • Develop, review, and update technical specifications while ensuring compliance with governmental purchasing standards.
  • Formulate procurement strategies aimed at cost reduction and risk mitigation for the utility.
  • Establish and implement policies, standards, and procedures for engineering and technical operations that promote synergy and awareness during both routine and emergency situations.
  • Align daily operations with the long-term strategic goals of the utility concerning maintenance, repair, and modernization of assets.
  • Analyze data from various sources, including work order management systems, to recommend and implement process improvements that minimize water loss.
  • Provide professional engineering guidance in the design and execution of significant civil engineering projects.
  • Review, assess, and approve a variety of engineering and construction documents, including plans, designs, contract documents, technical specifications, cost estimates, and environmental reports.
  • Manage and contribute to the development of the divisional budget.
  • Forecast necessary funds for staffing, equipment, materials, and supplies; monitor and authorize expenditures; and make budgetary adjustments as required.
  • Evaluate wastewater models, metering, and Inflow and Infiltration studies to prioritize work activities and investments aimed at reducing sanitary sewer overflows.
  • Demonstrate the ability to influence stakeholders and facilitate group consensus to develop solutions and resolve issues during routine and emergency operations.
  • Prepare analytical and statistical reports on operational activities.
  • Perform additional related duties as necessary.

Required Skills:

  • Excellent verbal and written communication skills.
  • Ability to manage complex engineering and construction projects effectively.
  • Leadership skills to organize and review the work of subordinate staff.
  • Experience in preparing engineering studies on best practices, new technologies, and potential capital improvement projects.
  • Understanding of trends impacting the water utility sector, including regulatory requirements, and the ability to utilize AMI data to enhance water operations.
  • Familiarity with water distribution and wastewater collection system requirements.
  • Ability to interpret and apply relevant federal, state, and local laws, codes, and regulations.
  • Self-motivated individual with experience leading complex and high-visibility projects.
  • Capacity to meet deadlines and guide teams to achieve high-quality outcomes in a fast-paced, regulated environment.
  • Commitment to providing exceptional customer service to both internal and external stakeholders.
  • Proficiency in using CMMS tools to evaluate performance, enhance efficiency, troubleshoot issues, and address customer complaints.
  • Ability to establish and maintain effective working relationships.

Qualifications:

  • Bachelor's degree in civil engineering or a related discipline.
  • Minimum of 5 years of experience in engineering construction management within the water and wastewater sectors.
  • Professional Engineer (PE) license in Texas.
  • Knowledge of civil engineering program operations.
  • Understanding of engineering design principles.
  • Experience in budget development and management.
  • Skills in contract negotiation and problem-solving.
