Job Responsibilities

The Commonwealth of Virginia is pleased to present an opportunity for a Part-Time Senior Procurement Officer within our Administrative Services Division. This role involves advanced professional purchasing activities aimed at acquiring a range of non-professional goods and services efficiently and cost-effectively, adhering to established procurement laws, regulations, and policies.

Key Responsibilities Include:

  • Goods and Services Procurement – Oversee the procurement process for various non-professional goods and services. The successful candidate will engage in complex competitive procurements, independently drafting and issuing Invitations for Bids (IFBs) and Requests for Proposals (RFPs). This includes conducting pre-specification, pre-bid, pre-proposal, and post-award conferences. For RFPs, the candidate will develop formal negotiation strategies, lead negotiations, and finalize contracts. Evaluation of bids and proposals will also be a critical function.
  • Contract Management – Analyze and coordinate feedback on contracts, recommending default actions and potential cancellations. Identify alternative sources as necessary. Administer contracts or appoint an administrator, serving as a liaison between vendors and users. This includes drafting and issuing IFBs and RFPs, conducting necessary conferences, and making award determinations.
  • Documentation and Compliance – Assist users in selecting appropriate procurement methods and documentation requirements. Ensure contract documents are accessible to users and determine suitable goods and services for contract terms. Provide guidance on contract-related discrepancies and manage various types of contracts.
  • Policy Interpretation – Adhere to policies and procedures supporting the Governor's initiative for Small Business and Supplier Diversity (SBSD) certified small business participation.

This position is classified as Hourly/Wage. Hourly employees are limited to an average of 29 hours per week and a maximum of 1500 hours within the wage employment year. Benefits such as health insurance, retirement, or paid leave are not included.

Minimum Qualifications:

  • Experience in formulating term contracts for goods and services.
  • Knowledge of state and local procurement laws and regulations.
  • Ability to obtain Virginia Contracting Officer (VCO) certifications.
  • Proficiency in computer software applications.
  • Experience in contract administration.
  • Ability to resolve contract performance issues and disputes.
  • Strong customer service skills.
  • Ability to process procurements according to established guidelines.

Additional Considerations:

  • Preferred qualifications include training or education in Business Administration, Public Administration, or a related field.
  • Possession of Certified Virginia Contracting Officer (VCO) certification is advantageous.
  • Experience managing procurements in a large, diverse business environment is preferred.
  • Knowledge of public procurement laws and regulations is beneficial.
