Procurement Operations Specialist

Job Responsibilities
The Commonwealth of Virginia is pleased to present an opportunity for a Procurement Officer Specialist within our Administrative Services Division. This advanced role will oversee intricate procurement processes, particularly in the realm of Information Technology (IT) services that support transportation operations.
Key Responsibilities:
- Serve as the primary resource for knowledge on assigned contracts, proactively advising and educating both internal and external stakeholders on contractual matters.
- Engage with contract administrators and vendors to address compliance issues, ensuring accountability for all milestones, costs, deliverables, and terms outlined in contracts. Negotiate with vendors as necessary to amend contracts and resolve performance challenges.
- Examine changes in procurement laws and policies to assess their impact on agency practices. Develop or revise procurement policies and procedures as required.
- Assist the Director as a senior procurement advisor on all procurement-related issues, including the application of laws, policies, and procedures, as well as delegation of authority. Provide insights on the effectiveness and compliance of procurement activities.
- Support legislative initiatives, policy development, and analysis, interpreting and applying relevant laws, regulations, and policies.
- Assist the Director in fulfilling legislative session obligations.
- Facilitate cross-functional teams, guiding the creation of contract requirements, terms, and negotiation strategies to minimize risks and maximize value for the agency.
- Evaluate complex technical procurements, communicate findings, and collaborate with internal/external stakeholders, subject matter experts, and the Office of the Attorney General to make informed recommendations.

Minimum Qualifications:
- Familiarity with VITA and IT procurement regulations.
- Ability to obtain Virginia Contracting Officer (VCO) certification.
- Knowledge of federal and state procurement laws, regulations, and administrative practices.
- Strong leadership, negotiation, analytical, presentation, communication, writing, and computer skills.
- Capacity to manage diverse and complex situations, handling multiple assignments while communicating effectively both orally and in writing.
- Ability to interpret and explain regulations, procedures, and standards; analyze and evaluate proposals; and advise management on procurement activities.
Additional Considerations:
- A combination of training, experience, or education in business or a related field.
- Possession of CPPO, CPPB, CPM, or other nationally recognized professional purchasing certification is preferred.
