Job Responsibilities

The Commonwealth of Virginia is seeking a dedicated individual to join our team as a Senior Procurement Officer within the Central Office's Professional Services Procurement Office. This role is pivotal in Richmond, VA, where you will be responsible for overseeing procurement processes that support vital transportation projects.

Key Responsibilities:

  • Engineering Services Procurement:
    Strategically plan and execute procurement processes to secure contracts for engineering services that facilitate transportation construction, design, and operational activities across various divisions and districts.
  • Policy and Procedure Management:
    Offer expert guidance on contract administration to ensure compliance with relevant laws and organizational policies. Regularly update and maintain procurement policies and procedures.
  • Documentation and Reporting:
    Ensure comprehensive documentation of procurement files, adhering to agency standards and legal requirements. Maintain electronic systems and generate necessary reports.
  • Collaboration:
    Work closely with fellow procurement officers and stakeholders to achieve shared procurement goals, fostering a cooperative environment.
  • Contract Oversight:
    Analyze contract performance and provide recommendations for improvements or alternative solutions. Act as the liaison between vendors and internal users.
  • Goods and Services Procurement:
    Manage the procurement of goods and services for various districts, utilizing competitive negotiation and bidding processes.
  • Customer Support:
    Assist users in selecting appropriate procurement methods and ensure they have access to necessary contract documentation.

Minimum Qualifications:

  • Proficient in federal, state, and local procurement regulations.
  • Experience in large-scale governmental procurement practices.
  • Strong analytical skills and ability to communicate effectively.
  • Capability to operate independently and lead procurement initiatives.
  • Knowledge of automated procurement systems and material management.

Additional Considerations:
Possession of relevant procurement certifications is preferred. A background in public policy, procurement, or business administration is advantageous.
