Position Overview

This role is situated within the Office of Administration (ADM), Division of Facilities and Security (DFS), Security Management and Operations Branch (SMOB). The direct supervisor for this position is Denis Brady.

This role is classified as a Non-Bargaining Unit position under the National Treasury Employees Union, Chapter 208.

This position does not require Confidential Financial Disclosure or security ownership restriction reporting.

Key Responsibilities

As a Senior Physical Security Specialist, your primary responsibility will be to assist the Chief of the Security Management and Operations Branch (SMOB) in the formulation, guidance, coordination, and administration of the NRC Facilities Security Program. This program is essential for the protection of NRC classified and sensitive unclassified materials across NRC Headquarters, regional offices, contractors, licensees, and other facilities under the NRC Security Program. The Facilities Security Program encompasses physical security measures, including guard forces, conducting security assessments, approving security strategies, personnel identification, access control systems, emergency planning, and managing the insider threat program. You will also provide various agency-wide security support functions, including executive protection during NRC hearings and meetings.

In this role, you will prioritize and schedule work to be accomplished, ensuring efficient resource utilization. You will offer timely and comprehensive support to the branch chief and upper management, enhancing operational efficiency.

Your advisory role will include providing insights and recommendations to the branch chief regarding the planning, development, implementation, and evaluation of security policies, standards, and procedures applicable to NRC Headquarters, regional offices, contractors, and licensees, ensuring ongoing effectiveness and uniformity.

You will conduct special studies and analyses of the Facilities Security Program's operations, presenting findings and recommendations. Additionally, you will serve as the technical lead for IT-related projects within DFS and act as the project manager for security-related contracts.

As part of DFS's inspection team, you will conduct and oversee security assessments (initial, special, periodic, and termination) across all NRC facilities to ensure the safeguarding of classified and sensitive unclassified materials. Your responsibilities will include:

  • Ensuring security assessments are conducted as scheduled;
  • Evaluating new and revised security plans submitted to DFS for adequacy;
  • Identifying security deficiencies and recommending corrective actions;
  • Preparing comprehensive security assessment reports;
  • Recommending approval of NRC security facilities for handling classified materials.

You will also advise NRC Headquarters and regional office staff on methods to enhance efficiency in handling classified information.

Participation in the development of NRC policies related to facilities security is expected, including reviewing and commenting on proposed policies and recommending changes.

Qualifications Conditions of Employment

  • A background investigation leading to a clearance is required for new hires.

To qualify for this position, you must possess at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will demonstrate the following:

  1. Comprehensive knowledge of physical security principles, theories, and practices, including interagency security committee standards for Federal facilities protection.
  2. Proven ability to apply physical security principles and methods to address safety and security issues for complex systems.
  3. Familiarity with NRC rules and Federal regulatory requirements related to facility security and emergency planning.
  4. Experience in planning and conducting occupant emergency and safety exercises, demonstrating problem-solving and conflict resolution skills.
  5. Strong communication skills to convey complex technical issues clearly, both orally and in writing.
