Position Overview

This role is situated within the Office of Administration (ADM), Division of Facilities and Security (DFS), Security Management and Operations Branch (SMOB). The direct supervisor for this position is Denis Brady.

This role is classified as a Non-Bargaining Unit position under the National Treasury Employees Union, Chapter 208.

This position does not require Confidential Financial Disclosure or security ownership restriction reporting.

Key Responsibilities

As a Senior Physical Security Specialist, your primary responsibility will be to assist the Chief of the Security Management and Operations Branch (SMOB) in the development, oversight, coordination, and management of the NRC Facilities Security Program. This program is crucial for the protection of NRC classified and sensitive unclassified materials across various NRC locations, including headquarters, regional offices, contractors, and licensees. Key components of the Facilities Security Program encompass:

  • Implementation of physical security measures, including guard forces.
  • Conducting security assessments and investigations.
  • Approval of security strategies, personnel identification, and access control systems.
  • Emergency planning for occupants.
  • Management of classified and sensitive unclassified materials.
  • Oversight of the insider threat program.
  • Provision of comprehensive security support across the agency, including executive protection during NRC hearings and meetings.

You will be responsible for planning your work assignments and establishing priorities and timelines for task completion. It is essential to provide prompt and effective responses to the needs of the branch chief and upper management to optimize resource efficiency.

Your role will also involve advising the branch chief on the formulation, development, implementation, and evaluation of security policies, standards, and procedures applicable to NRC Headquarters, regional offices, contractors, and licensees, ensuring ongoing effectiveness and consistency.

Additionally, you will conduct special studies and analyses related to the Facilities Security Program's operations, offering findings and recommendations based on your assessments. You will act as the technical lead for IT-related projects within DFS and serve as the project manager for security contracts.

As part of the DFS inspection team, you will oversee and coordinate security surveys (initial, special, periodic, and termination) across all NRC facilities to ensure the protection of classified and sensitive unclassified materials. Your responsibilities will include:

  • Ensuring timely completion of scheduled security surveys.
  • Evaluating new and revised security plans for adequacy.
  • Identifying security vulnerabilities and recommending corrective actions.
  • Preparing detailed security survey reports.
  • Recommending approval for NRC security facilities handling classified materials.

You will also conduct preliminary inquiries into suspected compromises of classified information and assist NRC staff in enhancing the efficiency of their operations related to classified information handling.

Participation in the development of NRC policies regarding facilities security is expected, along with reviewing and providing feedback on proposed policies.

Qualifications Conditions of Employment
  • U.S. Citizenship is required.
  • This position is subject to drug testing.
  • A background investigation leading to a security clearance is required for new hires.

To qualify for this position, candidates must possess at least one year of specialized experience at a lower grade level in the Federal service or equivalent experience in the private or public sector.

Ideal candidates will demonstrate:

  1. Comprehensive knowledge of physical security principles and interagency standards for Federal facility protection.
  2. Ability to apply physical security methods to inform decision-making regarding complex security systems.
  3. Familiarity with NRC regulations and policies related to facility security and emergency planning.
  4. Experience in planning and executing occupant emergency exercises.
  5. Strong communication skills for conveying complex technical issues effectively.
