Role Purpose: The Financial Analyst acts as a key liaison for business and financial services within The University of Texas at Austin Police Department.

Key Responsibilities:
• Collaborate with UTPD Command Staff to oversee departmental operating budgets, including preparation and management.
• Supervise account structures, ensuring timely requests and inactivation of unit and subunit codes. Monitor account balances and suggest funding transfers.
• Maintain comprehensive accounting records for all departmental accounts.

• Track financial commitments, conduct monthly transaction reviews, and monitor discrepancies in account balances, addressing overages, deficits, and incorrect object codes as necessary.

• Ensure robust financial planning, budgeting, and account management processes are established and comply with university standards.

• Serve as the department's expert on travel, payment vouchers, cash/check deposits, and event billing.
• Provide training and resources for financial business processes within UTPD.
• Act as a liaison to Business and Financial Services for submitting approved payment requests on behalf of UTPD. Process travel and reimbursement requests in line with university policies. Review invoices for accuracy and secure approval for goods/services received. Prepare logs and documentation for ProCard reconciliation.
• Facilitate electronic desk access (DEFINE) for UTPD staff.

• Prepare financial reports, including monthly summaries, annual reports, and forecasting/planning documents for the police department.

• Collaborate with Grants and Contracts Specialist to generate required monthly financial reports.
• Establish new contractors providing security for events as vendors to facilitate payment from UT. Verify timesheets and process payments. Manage billing for event security services, including verification of staff hours and invoicing for external clients.

• Serve as the primary contact for Memoranda of Understanding (MOU) documentation, monitoring expirations, filing signed MOUs, drafting updates, and liaising with university entities.

Other related functions as assigned.
Required Qualifications:
• Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field.
• Four years of progressively responsible experience in financial analysis, accounting, and forecasting.
• Experience in financial planning, forecasting, and analysis. High analytical ability and proficiency in data analysis.
• Skilled in presenting complex information to diverse audiences.
• Proficient in UTPD Define, Microsoft Excel, Word, and Smartsheet.
• Ability to quickly adapt to new technologies/software.
• Professional demeanor with excellent problem-solving skills.
• Strong written, verbal, and interpersonal communication skills.
• Ability to meet deadlines and independently manage tasks in a team environment. Experience handling confidential information with discretion.
• Relevant education and experience may be substituted as appropriate.
Preferred Qualifications:
• Demonstrated experience with University of Texas financial systems and accounting procedures.
• Familiarity with travel, entertainment, and invoice processing.
• Knowledge of the university's procurement, payment, and audit processes. Proficiency in Excel, PointPlus, FRMS, DEFINE, and the Req System.
Salary Range: $65,000+ based on qualifications
Work Schedule: Monday - Friday, 8 am - 5 pm. Occasional evening, weekend, or overtime hours may be required.
