Purpose: The Financial Analyst serves as a key liaison for business and financial services within The University of Texas at Austin Police Department.

Responsibilities:
• Collaborate with UTPD Command Staff to oversee the department's operating budgets, including preparation and management.
• Supervise account structures, ensuring timely requests and inactivation of unit and subunit codes. Monitor account balances and recommend funding transfers.
• Maintain accurate accounting records for all departmental accounts.

• Track financial commitments, conduct monthly transaction reviews, and monitor discrepancies in account balances. Review accounts for overages, deficits, and incorrect object codes, and request necessary corrections.

• Support efforts to ensure effective financial planning, budgeting, and account management processes are in compliance with university policies.

• Act as a departmental expert on travel, payment vouchers, cash/check deposits, and event billing.
• Provide training and serve as an informational resource for financial business processes within U/T.
• Liaison with Business and Financial Services to submit approved payment requests on behalf of UTPD. Process travel and reimbursement requests by staff in accordance with university policies. Review invoices for accuracy and obtain necessary approvals for receipt of goods/services. Prepare logs and backup documentation to reconcile ProCard and submit for processing by deadlines.
• Provide electronic desk access (DEFINE) for UTPD employees.

• Responsible for preparing financial reports, including monthly summaries, annual financial reports, and forecasting and planning reports for the police department.

• Collaborate with Grants and Contracts Specialist to produce required monthly financial reports.
• Set up new contractors providing security for events as vendors to facilitate payment from UT. Verify timesheets and submit for payment processing. Process billing for event security services.

• This includes verifying staff hours, exporting and printing invoices from the system for each event/date, sending invoices to BFS for processing IDT or directly to external clients, and tracking receivables for external clients.

• Serve as the primary contact for Memoranda of Understanding (MOU) documentation.

• Monitor MOUs for expiration, file signed MOUs with appropriate university entities, draft MOU updates, and act as the MOU liaison for each university entity.

• Perform other related functions as assigned.
Required Qualifications:
• Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field.
• Four years of progressively responsible experience in financial analysis, accounting, and forecasting.
• Experience in financial planning, forecasting, cost analysis, and financial reporting. High level of analytical ability and proficiency in data analysis.
• Skilled in developing and presenting complex information to diverse audiences.
• Proficiency in U/T Define, Microsoft Excel, Word, and Smartsheet.
• Ability to quickly learn new technologies/software.
• Professional demeanor and demonstrated excellent problem-solving skills.
• Strong written, verbal, and interpersonal communication skills.
• Ability to meet deadlines and effectively identify, organize, and complete tasks independently and within a team environment. Experience handling confidential information with tact, discretion, and diplomacy.
• Relevant education and experience may be substituted as appropriate.
Preferred Qualifications:
• Demonstrated experience with the University of Texas financial systems and accounting procedures.
• Familiarity with travel, entertainment, and other types of invoice and voucher processes.
• Knowledge of the university's procurement, payment, and audit processes. Proficiency in Excel, PointPlus, FRMS, DEFINE, and the Req System.
Salary Range: $65,000 + depending on qualifications
Work Schedule: Monday - Friday, 8 am - 5 pm. Occasional evening, weekend, or overtime hours may be required.

Working Conditions: May work around standard office conditions.
