Job Description

We are seeking a seasoned Director of Human Resources and Employee Benefits to lead our HR and benefits operations within a Professional Employer Organization (PEO). This role is crucial in managing comprehensive HR and benefits solutions for our client companies while ensuring compliance with all applicable regulations, including ACA guidelines.

Key Responsibilities:

  • Oversee and manage the HR and employee benefits functions for multiple client companies, ensuring tailored and compliant solutions.
  • Develop and implement HR policies and benefits programs that align with client needs and industry best practices.
  • Serve as a strategic partner to client companies, providing expert guidance on HR issues, benefits administration, and compliance.

ACA Compliance and Reporting:

  • Ensure all client companies adhere to ACA regulations, including eligibility requirements and reporting obligations.
  • Oversee the preparation and submission of ACA-related documentation (e.g., Forms 1094-C and 1095-C) for clients.
  • Monitor changes in ACA rules and update client policies and procedures accordingly.

Benefits Program Administration:

  • Design, implement, and manage comprehensive benefits programs, including health insurance, retirement plans, and other employee perks, tailored to the needs of client organizations.
  • Negotiate with benefits vendors and manage relationships to ensure optimal service and cost-effectiveness.
  • Conduct regular benefits plan reviews and make recommendations for improvements based on client feedback and industry trends.

HR Strategy and Leadership:

  • Lead and mentor a team of HR professionals, ensuring high-quality service delivery and professional development.
  • Develop and execute strategic HR initiatives that support both the PEO's and clients' business objectives.
  • Provide leadership in client-specific HR projects, including organizational development, performance management, and employee engagement.

Compliance and Risk Management:

  • Ensure compliance with federal, state, and local employment laws and regulations beyond the ACA, including FMLA, ADA, and ERISA.
  • Develop and enforce HR policies and procedures to minimize risk and ensure legal compliance across all client organizations.

Data Analysis and Reporting:

  • Analyze HR and benefits data to identify trends, measure program effectiveness, and provide actionable insights to clients.
  • Prepare detailed reports and presentations for clients and internal stakeholders on HR and benefits metrics and outcomes.

Client Relationship Management:

  • Build and maintain strong relationships with client organizations, addressing any HR and benefits issues promptly and professionally.
  • Act as a trusted advisor, offering strategic recommendations and solutions to enhance client HR operations and employee satisfaction.

Qualifications:

  • Education: Bachelor's degree in Human Resources, Business Administration, or a related field. Health and Life License is required. A Master's degree or professional HR certification (e.g., SHRM-SCP, PHR, SPHR) is highly desirable.
  • Experience: Minimum of 8 years of HR management experience with a strong focus on benefits administration, preferably within a PEO or similar environment. At least 5 years in a leadership role.
  • Knowledge: Extensive knowledge of ACA regulations, benefits administration, and HR best practices. Familiarity with PEO operations and client management.
  • Skills: Exceptional leadership, communication, and interpersonal skills. Strong analytical and problem-solving abilities. Proven capability to manage multiple client accounts and priorities effectively.
